The Opportunity

Under the direction of the Enterprise Director of HIM, the Administrative Manager for the Community provides HIM leadership, direction and subject matter expertise for the provision of health information management operations. The position carries forth the Enterprise HIM strategy at both the entity and enterprise level, creating operational linkages, assuring awareness of requirements and consistent HIM practice standards.

The Community HIM Administrative Manager represents the voice of health information management at a variety of hospital leadership committees, including those which address health information, electronic health records, privacy and security, compliance, quality, accreditation, documentation and record of care.

Assumes HIM leadership role during all regulatory and accreditation site visits.

Principal Duties and Responsibilities:



  • Provide direction and oversight to entity based HIM operations which require leadership involvement, additional problem solving, analysis and consultation for decision making purposes.
  • Plan, develop and evaluate policies and procedures that reflect the overall goals and objectives of Mass General Brigham and Enterprise HIM. Support the adoption and implementation across the designated entities.
  • Develop goals and objectives with management team in support of the Office for the Chief Medical Officer (OCMO) and Enterprise HIM strategic priorities. Assure deadlines are being met and Enterprise HIM goals are clear.
  • Acts in a consultative role regarding health record regulatory compliance in support of the various enterprise operational units including chart correction, patient identity, record management, document imaging, release of information and forms management.
  • The position will assume the role of Keeper of Medical Records, when necessary, in compliance with global and domestic regulatory requirements, which may include a court/legal appearance to provide testimony
  • Evaluates new programs, acquisitions and affiliations requiring integration of HIM operations to configure the appropriate MGB Digital access, protections, consent management, uses and disclosures to include sensitive records, e.g., 42 CFR, Mental Health and HIV.


  • Site HIM Lead with vendor business associate agreement (BAAs) compliance and vendor access protocols to clinical systems.
  • Provide direction for clinical legacy system transitions and archiving opportunities. Works with Digital and IS to support implementation when necessary while assisting with operational and data workflow changes.
  • Manage the efficient and effective implementation and management of health record forms. Provide guidance in adopting electronic solutions to replace paper wherever possible in accordance with enterprise form standards and approved document types for document imaging.
  • Support the operational work of the site HIM liaison for record management, e.g., pick up, prep, scan thin chart after discharge with the goal of transitioning this work to unit specific staff and faxing documentation to HIM.


  • Provide leadership to site-based staff during downtime with regards the use of paper forms in the event of clinical electronic health record documentation system downtime.
  • Direct entity efforts related to enterprise-wide workflows needed to meet operational and strategic goals. Examples include promotion of standardized clinical procedure consent adoption.
  • Provide subject matter expertise for all HIM policies such as Photography and Video Recording-Clinical and Research and Non-Clinical and Non-Research purposes requiring patient informed consent.
  • Maintains highest levels of confidentiality of medical records in various formats, following Mass General Brigham, Enterprise HIM, hospital and departmental policies.
  • Assists Enterprise HIM Office Manager in budget planning as related to cost center management of purchase orders, equipment requests, telecommunication and posting revenue.
  • Direct HIM formal educational programs and student oversight to ensure successful internships and promote growth within the HIM profession and workforce.
  • Performs related duties as assigned.

Education



  • Bachelor's degree in Health Information Management or related area; Master's degree preferred. Registered Health Information Administrator or Registered Health Information Technician preferred.


Experience



  • 5-7 years of progressive health information management and leadership experience working in a complex healthcare system.
  • 5-7 years of experience in working with various health information systems and applications


Skills and Abilities



  • Ability to effectively communicate to groups at various professional levels to accomplish goals and objectives while maintaining good working, professional relationships.
  • Knowledge and understanding of all health record and privacy regulations including MA Department of Public Health, Joint Commission, CMS, HIPAA, MA Data Breach Reporting, HITECH legislation, the Omnibus Rule, Information Blocking, Global Data Protection Reporting (GDPR).
  • Knowledge of health information management principals and regulatory requirements including DPH, DMH, SNF, IRF, LTAC, Home Health, CAH as applicable, CMS, Joint Commission, MA Data Breach Reporting, HITECH, Omnibus Rule, Cures Act, HIPAA Privacy and Security and data protection standards.
  • Self-directed with excellent organizational, analytical and interpersonal skills.
