Job Summary

Serves as the subject matter expert (SME) for crime scene investigation (CSI) and related expertise areas (digital photography, latent print, biometrics). Develops and administers forensic training programs and provides hands-on instruction as required. Serves as the project lead for assigned projects through participation in development and implementation of project plans. Supports budget tracking and monitoring, coordination and scheduling of resources, and deliverables. Performs task order tracking and reporting, and executes day-to-day management of specific task orders. Performs customer liaison activities as needed.

  • Serves as the project lead and oversees training facilitation systems, planning and implementation activities.
  • Partners with program personnel and government customers to identify training needs and/or staff development needs for training programs.
  • Leads synchronization and execution of customer planning/communications for instructional requirements, materials, course scheduling, and participant selection process.
  • Partners with agencies, industry and technical support to ensure that instructional material is accurate and reflects the most current and relevant information.
  • Develops and implements realistic practical exercises and training scenarios that maintain relevancy with current operations as they pertain to the subject matter.
  • Creates and implements appropriate teaching aides, instruction materials, and hands-on exercise activities.
  • Oversees and executes the evaluation of trainee learning through appropriate examination/testing activities and ensures competency of demonstrated applied learning techniques.
  • Prepares recommendations, revises course materials, and implements approved changes as necessary to improve training.
  • Leads coordination with project team members to implement instructional requirements, materials, course scheduling, and participant selection processes.
  • Leads facilitation with other instructors to ensure continuity of instruction materials and delivery methods.
  • Leads and carries out course preparation and support activities including materials kitting, inventory, and scenario planning/setup.
  • Provides subject matter expertise reach-back support and troubleshooting/problem resolution activities as needed.
  • Attends and supports project kick-off meetings, project review meetings, conferences, etc.
  • Monitors project labor and expenditures to ensure compliance with budget.
  • Leads cross-functional project planning through collaboration with project managers/section leads.
  • Liaises with customers, teammates, and vendors to ensure project communication is effectively maintained.
  • Assesses and analyzes project successes/improvements and reports on potentials and risks.
  • Collects and integrates data and develops project reporting as required.
  • Serves as subject matter expert lead for project planning, progress tracking, budgetary compliance, and status reporting, etc.
  • Serve as a subject matter expert and technical resource to team members for operational biometric forensic discipline in general.
  • Performs project proposal support activities, including preparing quotes, writing responses, resource planning, and tracking proposal activity as required.
  • Maintains proficiency with applicable program technologies, equipment, and techniques.
  • Provides supervisory guidance and oversight to facilitation team members.
  • Researches and conducts test/evaluation of new technologies related to site exploitation, crime scene investigation, and latent print collection.
Minimum Qualifications

  • Bachelor's degree in an appropriate area of specialization and five (5) years of experience in related field; or a Master's degree in an appropriate area of specialization and three (3) years of experience in related field.
  • Positions under National Forensic Science Technology Center will require Bachelor's degree in an appropriate area of specialization and 5 years of experience in related field; OR nine (9) years of relevant training and/or military experience; OR an equivalent combination of relevant education, training, and/or military experience.
Departmental Requirements

  • Experience performing and/or providing training and instruction in Crime Scene Investigation (CSI) tactics and techniques.
Desired Qualifications

  • Advanced knowledge of digital imaging for documentation of Crime Scene and Latent Print collections.
  • Knowledge of processing and submitting collected biometrics into the Federal biometric systems including SOFEX, ABIS, and IAFIS.
