DESCRIPTION OF WORK

In this role, you will be responsible for aligning permit programs with the overarching goals and objectives of the Department by effectively organizing, directing, planning, and coordinating the strategic initiatives of all permit programs while addressing customer needs and expectations through sound management practices and principles.

You will conduct field inspections of permitted activities to ensure compliance with the permit requirements and Department regulations, overseeing various stages of construction work. This includes assisting in verifying grades, elevations, and the layout of structures and roadways in collaboration with contractors and surveyors. Your responsibilities will also encompass inspecting the installation of materials such as cement concrete, bituminous concrete, drainage systems, and other structures. Additionally, you will evaluate work zone traffic control measures, assess backfill materials and their compaction, oversee highway restoration efforts-including roadway pavements and shoulders-and prioritize public safety throughout the process.

You will perform compaction testing using visual non-movement methods on sub-surface strata, soils, and aggregates. Furthermore, you will engage with Department personnel, as well as representatives from federal, state, and local agencies, legislators, and the public to facilitate the effective management and administration of the projects.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Engineering Technician (commonwealth title); or
  • Two years as a Transportation Technician or Construction Cost Technician 1 (commonwealth titles); or
  • Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
  • Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
  • One year of construction inspection experience, and an associate's degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
  • An equivalent combination of experience and training.

Special Requirement:

  • This position requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
