Valiant Integrated Services is seeking an experienced Experimentation and Maritime Exercise Planning Subject Matter Expert to support planning and execution of experiments in theater-level exercises in the U.S. Indo-Pacific Command area of responsibility. Candidate will work with a team of Valiant Integrated Services experts and military and government personnel to develop, test, and demonstrate advanced concepts and technologies in a range of military exercises. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Integrate material and non-material experimentation into test, demonstration, and exercise events using traditional experimentation or "free play" approach as appropriate.
- Utilize a "design-of-experiments" approach to develop integration proposals and incorporate them into demonstration, simulation, test, and exercise events, establishing and assessing validity, reliability, precision, and credibility standards.
- Plan and execute maritime exercise events that incorporate both readiness-based training tasks and cutting-edge experimentation.
- Build and execute exhaustive data collection and analysis plans.
- Apply experimentation results to real-world critical military capability gaps to inform potential solutions in the form of acquisition strategies or revisions to concepts of operations and tactics, techniques, and procedures.
- Work with senior personnel on the U.S. Indo-Pacific Command staff, other combatant commands, Joint Staff, and component staffs to coordinate planning and integration of experiments into major theater exercises including PACIFIC SENTRY, VALIANT SHIELD, KEEN EDGE, NORTHERN EDGE, and TALISMAN SABRE.
- Work with technical experts in a range of disciplines to ensure planning contributes to successful execution of USINDOPACOM-sponsored experimentation objectives.
- Draft and staff documents designed to implement novel concepts and mature existing ones, including concepts of operation, and tactics techniques and procedures.
- Conduct preliminary planning, site surveys, and concept development through exercise execution, including participation in planning conferences and technical working groups.
- Develop and present professional briefings, trip reports, white papers, and other informational documents designed to inform senior decision-makers and, when appropriate, recommend courses of action
- Participate in or facilitate operational planning teams (OPTs), bureaus, boards, cells, conferences, and working group events, information paper development, operational and strategic assessments, and response to or creation of Requests for Information (RFIs), and after-action review (AAR).
- Contribute to synchronization of objectives, activities, and investments (OAI) in a matrix organization with multiple functional areas and provide written reports and briefs to senior military audiences.

MINIMUM QUALIFICATIONS:
- Current TS/SCI clearance.
- Possess an active passport or ability to obtain one.
- Experience developing test plans and integrating material and non-material experimentation threads into test, demonstration, and exercise events.
- Experience using a formal "design-of-experiments" approach to developing integration proposals and incorporating them into demonstration, test, and exercise events.
- Experience in experimentation planning, design-of-experiment process, and identification of promising experimental initiatives.
- Ability to quantitatively apply experimentation results to real-world critical military capability gaps and use those results to inform potential solutions in the form of acquisition strategy or revisions to concepts of operations, tactics, techniques, and procedures.
- Experience in planning and executing maritime exercise events that incorporate both readiness-based training tasks and cutting-edge experimentation.
- Expert understanding of operational and exercise planning and execution including knowledge of CJCSM 3500-series guidance and the DoD Experimentation Guidebook.
- Experience working with combatant commands, joint staff, or operational staff in a position that demands interaction with technical experts, government service, and military personnel.
- Familiarity with USINDOPACOM boards, bureaus, centers, cells and working groups associated with exercise planning and integration.
- Excellent oral and written communication skills including the ability to draft and coordinate review of complex operational and strategic documents.
- Experience planning, coordinating, and participating in initial, mid, and final planning events in support of major combatant command exercises.
- 10+ years' experience in a U.S. military combat career field (surface/subsurface warfare, aviation, joint fires, intelligence analysis, electronic warfare, space/cyber, etc.).
- 8 Years' Experience in U.S. Navy Operational Forces.
- 4+ Years' Experience Interfacing with Senior Staff (O6 / GOFO) in a Component, Combatant Command, Service, or Interagency Organization.
EDUCATION REQUIREMENTS:
- Bachelor's Degree from an accredited institution, Master's Degree in a relevant field preferred or
- Joint Forces Staff College or Service College Equivalent or
- 12+ Years' Experience in DoD Exercise Planning at the Operational Level may be Substituted for the Education.
Physical Requirements:
- Physically able and willing to travel in the U.S. and internationally 20% of the time.
