Job Summary

The Payroll Supervisor supervises the daily operation of the payroll unit, ensuring that all processes are executed appropriately and in a timely manner. Processes and distributes payroll checks for all payroll cycles and provides support for payroll accounting and related regulatory reporting and filing requirements. Optimizes the contribution of the team through directing, coaching, and counseling. Provides information and assistance to MPS management and employees in all aspects of payroll and works with the Payroll Manager to define standards and reusable approaches for Payroll operations.

Pay Range: $91,102 - $131,404

Qualifications

Education Requirements:

  • A Bachelor's Degree with an emphasis in accounting or finance, or a similar field.
  • A combination of education and experience may be substituted in lieu of a degree.

Experience Requirements:

  • Three to five years of payroll experience, preferably in an automated environment is required.
  • PeopleSoft experience is desired.
  • Previous payroll supervisory experience is desired.
  • Payroll supervisory with a large public sector entity is desired.
Responsibilities

  • Oversees the daily payroll operations including time reporting, payroll deductions, tax withholding, garnishments, payroll processing, check verification and printing.
  • Supervises payroll office employees including assigning responsibilities, reviewing work, evaluating staff performance, and providing feedback, recommending disciplinary actions, and hiring, firing, demoting, or promoting staff, determining overtime needs.
  • Resolves problems involving employee pay or payroll processing.
  • Assists the payroll manager in upgrading and updating the payroll processing system; testing software fixes and enhancements and resolving any processing issues.
  • Reviews the accuracy of general ledger payroll records. Prepares required bi-weekly to annual payroll reconciliation and management reports, and year-end payroll accruals.
  • Supervises and coordinates fiscal and calendar year-end processing of payroll, including supplemental payrolls, W-2 and other tax forms, and payroll wage and leave accruals.
  • Assists the payroll manager in evaluating new tax and regulatory developments related to the district's payroll procedures.
  • Works with the payroll manager to implement the employee handbook and other payroll contracts or regulatory changes affecting employee payroll.
  • Creates, verifies, and distributes pay calendar schedules. Maintains payroll tables.
  • Ensures internal controls are maintained within the payroll office and verifies compliance with procedures, as well as with local, state, and federal laws and regulations.
  • Works with auditors on audit reviews of the district's payroll operations and the payroll operating system. Makes recommendations to management regarding operational efficiencies, and improvements in employee payment procedures.
  • Maintains payroll procedure guidelines for employees, and a payroll policy manual for use by divisional staff.
  • Plans, organizes, and coordinates summer school payroll procedures, including setting up access for summer online time entry and coordination with Summer School and HR.
  • Actively supports the MPS Strategic Plan.
  • Completes other duties as assigned.
