Overview:

Oak Ridge National Laboratory (ORNL) is in need of a highly skilled Technical Planning Specialist to provide strategic and technical contributions for our Office of Institutional Strategic Planning (OISP). As the largest science and energy laboratory of the US Department of Energy, ORNL conducts advanced research to address intricate energy and security issues. This role offers a distinctive chance to collaborate with outstanding scientists and experts in a cooperative setting. In this position you will perform strategic planning and project management duties, including oral and written communication with a variety of scientific and technical stakeholders across the laboratory. You will monitor budget needs and expenditures for multiple projects at various technical readiness levels. You will collect and make scientifically informed decisions about which science and technical areas should be prioritized and highlighted for additional investment, attention, and focus.

Major Duties/Responsibilities:

In partnership with the OISP team you will:

  • Communicate, advocate, and manage the internal investments portfolio including ICE and LDRD and its components across a broad range of scientific domains.
  • Develop and implement new scientific and technical strategic directions and initiatives for teams and organizations across the Laboratory.
  • Provide technical recommendations to the OISP Director in coordination with research directorates to facilitate strategic and business planning.
  • Research and provide scientific input as a deep dive to flesh out initial strategic plans that fall within areas of expertise.
  • Track and report initiative and project metrics to measure investment effectiveness.
  • Contribute as an effective OISP team member working towards major objectives and key results.
  • Assist the OISP Director in developing novel metrics to track scientific impact and output, creating near-term business plans, and formulating long-range strategic plans.
  • Improve documentation of investment program procedures.
  • Organize and collate information from various sources to deliver high-quality reporting and documentation.
  • Develop executive-level communications and presentations.
  • Ensure compliance with environment, safety, health, quality, and security program requirements.
  • Demonstrate a strong commitment to values, ethics, diversity, equity, and inclusion.

Basic Qualifications:

  • A MSdegree in a scientific or technical field and at least 7 years of experience working directly with scientists on technical projects and outcomes.
  • Prior experience working in a scientific organization or DOE facility.
  • Experience writing science-related products such as reports, proposals, communication materials, and presentations.
  • Familiarity with technical, business and financial documents and the ability to assume responsibility for activities of considerable fiscal significance.

Preferred Qualifications:

  • Knowledge of DOE procedures and sponsor relationship experience.
  • Proven experience in applying for and managing funds for science and technology multi-year proposals or projects.
  • Ability to prioritize and meet deadlines and facilitate and present effectively.
  • Strong problem-solving skills and the ability to develop and implement solutions.
  • Excellent written and oral communication skills with attention to detail.
  • Ability to engage and collaborate with individuals from varied backgrounds.
  • Strong organizational skills and the ability to handle multiple assignments simultaneously.
