Public Works Manager

PURPOSE OF THE POSITION:

Represent CPKC Engineering for oversight of 3rd party projects, including but not limited to: passenger/commuter rail, utility and public projects that directly effect CPKC property and/or CPKC operations. You will represent CPKC in dealing with government and regulatory bodies relating to assessing, recommending and supporting safety improvements for public and private railway crossings and grade separations. You will also be responsible to respond to inquiries or complaints from governmental agencies, municipalities, private citizens and other outside parties concerning right of way grade crossing and signal issues. Someone with strong negotiation and communication skills with an engineering acumen will excel in this position.

POSITION ACCOUNTABILITIES:

  • Manage all public projects across responsible territory
  • Oversee the coordination of all flagging for 3rd party sponsored projects
  • Lead negotiations and drive the at-grade crossing closure program and negotiate cost apportionment on joint projects where applicable and in accordance with normal practices
  • Oversee crossing and Signal Agreements for publicly and privately funded projects involving railway facilities
  • Maintain knowledge of outside funding sources and initiates projects on an annual basis to utilize such funding for railway facilities construction and upgrades
  • Ensure outside party adherence to company policies and compliance with applicable CPKC, AREMA and regulatory standards and practices, safety and insurance requirements when those parties are performing work on Railway property
  • Attend public meetings, legal hearings and diagnostic site inspections in support of CPKC projects
  • Carry out field inspections and works with various sponsors, departments & groups within CPKC and our engineering and signal Preferred Service Providers, and other consultants, contractors, and external customers as required
  • Prepare Capital appropriation submission for the annual plan for Public Projects
  • Act as the primary contact person for governmental agencies
  • Coordinate FRA Quiet Zones, public projects and other matters related to public involvement in operating property and railway facilities
  • Design review and approval, agreement preparation/execution with public authorities on integrated public projects
  • Handle public safety concerns arising from railway operations, public and private projects, as they relate to road/rail crossing interfaces and right-of-way property matters
  • Territory of responsibility covers all CPKC rail lines and rights-of-way in the southern US

POSITION REQUIREMENTS:

  • Must possess a valid driver's license
  • Must be at least 18 years old
  • Associate or bachelor's degree in civil engineering, or equivalent experience is preferred
  • 5 or more years of railroad experience is preferred
  • Ability to drill down, understand root cause and resolve complex issue
  • Must be highly motivated individual who is comfortable working independently in a multi-disciplinary team atmosphere
  • Effective interpersonal and communication skills (verbal and written)
  • Travel requirement over the territory to inspect sites and meet with municipal and regulatory authorities and internal stakeholders can be an average of 25%
