THOR Solutions is actively seeking a mid-to-senior level Ship Cost Estimator for an upcoming program supporting Combat System, Command, Control, Communications, Computers, and Intelligence, Surveillance, and Reconnaissance (C5ISR) systems for U.S. Navy Landing Helicopter Assault (LHD) and Landing Platform, Dock (LPD) amphibious assault ships in Washington, DC. An ideal candidate will possess significant experience providing cost related analysis and assessments of U.S. Navy ships and systems.

Typical Responsibilities:
  • Provide cost related analysis and assessments for U.S. Navy amphibious ships and ship systems.
  • Provide technical expertise, perform parametric tradeoff studies, and assess cost estimates.
  • Generate cost realism analysis and earned value management (EVM) assessments.
  • Develop program life cycle cost estimates and perform concepts and technology tradeoff studies.

Location: Full time onsite at a contractor facility at the Navy Yard in Washington, DC.

Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.

Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $102,000 - $135,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Security Clearance Eligibility Required:This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (highly preferred);OR be eligible for a Secret security clearance prior to start.

Typical Knowledge, Skills, and Abilities:
  • Bachelor's degree in a relevant discipline, such as finance, math, economics, engineering, or naval architecture from an accredited institution.
    • Master's degree in a relevant discipline preferred.
  • At least seven (7), and ideally at least ten (10), years of relevant professional experience with ship cost estimating, analysis, and assessments. Ideal experience will have been obtained in a U.S. Navy, Coast Guard, or other DoD environment.
    • An ideal candidate will also have significant experience with DoD/Navy program management, Government technical management, or Industry business management.
  • In-depth knowledge of U.S Navy Amphibious Ship C5ISR systems and interfaces, as well as development of IGE's, ROMs and change assessments.
  • Understanding of NAVSEA acquisition polices, shipbuilding practices, detail design process, and SUPSHIP personnel structure.
  • Experience with cost assessment tools such as Visibility and Management of Operating Costs (VAMOSC) or the Operating and Support Cost Analysis Model (OSCAM) suite of cost models.
  • Project Management Professional (PMP) certification preferred.
  • Proficient with common productivity software.
  • Strong communications skills.
