Job Summary
The Technical Program Manager (TPM) drives the planning, execution and delivery of Information Technology Process Improvement initiatives and IT focused projects through the Project Management Lifecycle (from inception through closeout and harvesting) ensuring successful outcomes and delivering agreed upon value for the Business. The TPM provides technical leadership, problem solves, communicates transparently, collaborates at all levels and in all areas of the organization, provides QA oversight, and focuses on continuous improvement and process optimization.

Primary Objectives
  • Effective planning, coordination, and execution of multiple IT projects and their interdependencies ensuring all assigned projects are completed according to PPMO standards following the Pasha PMLC (Project Management Lifecycle).
  • Collaborate with stakeholders to understand and document requirements, create and maintain project roadmaps with key milestones and deliverables, and identify and request to allocate resources ensuring the right resources are assigned to the right efforts.
  • Support ongoing continuous improvement efforts of PPMO standards and tools, as well as adherence and assessment to processes and policies.
  • Lead, mentor and educate other program managers, project managers, and support other non-IT project managers across The Pasha Group providing technical leadership, guidance, and proactively problem solving.
  • Provide effective communication of Program and Project Management value and benefits to all stakeholder levels by tracking and reporting on program or project objectives and key results for the business.
Duties and Responsibilities
  • Manage projects throughout all project stages in the areas of communication, schedule, budget, resources, scope, risk, and issues.
  • Work with senior management and key stakeholders to build the business case that defines project scope, cost estimates, required resources, benefit/value/ROI, and deliverables that align to Pasha's strategic goals. Assess need for additional staff and/or consultants and make the appropriate resource requests if necessary, during project implementation life cycle. Ensure sign-off of business case prior to project activation.
  • Break down projects into manageable tasks, assign to team resources, and ensure project milestones are achieved on time, on budget and deliver the expected value to our business partners.
  • Develop and revise project plans, monitor and report out on project budgets and financial health, work with users to understand problems, focus on mitigating risks, bringing issues to resolution, and escalate issues to leadership as necessary to meet timelines.
  • Proactively manage change in project scope, identify potential risks, and devise mitigation actions and/or contingency plans.
  • Provide transparent stakeholder communication by regularly updating them on project progress, risks, and issues. Gather and integrate stakeholder feedback to refine project deliverables as necessary. Ensure Clarizen/AdaptiveWork is updated regularly to ensure PPMO dashboard KPIs reflect accurate real-time data to demonstrate project management value on programs and projects.
  • Provide technical leadership, guidance, coach, mentor, and motivate project team members and contractors. Provide technical insights ensuring the technical feasibility of solutions. Influence team members to take positive action and accountability for their assigned work.
  • Build, develop, and grow any business relationships vital to the success of the project through cross-functional collaboration. Work closely with cross-functional teams (project management, product solutions, development, testing, business operations) to ensure alignment. Identify and manage interdependencies between teams and projects)
  • Provide testing oversight to ensure proper testing procedures are in place and the project meets quality standards. Define and manage acceptance criteria for deliverables.
  • Drive continuous improvement of enterprise project management standards, processes and tools to enhance efficiency and effectiveness for process optimization. Reinforce the value of program/project management with business unit leaders prior to, during, and following project engagements.
  • Conduct lessons learned sessions with project teams and other key stakeholders and create recommendations report identifying successful and unsuccessful project elements.

QUALIFICATIONS

Education
  • Bachelor's degree, preferably in Project Management or business management or equivalent combination of coursework and experience required
Licenses and Certifications
  • Project Management Professional (PMP) Certification, Certified Scrum Master (CSM) Certification, or other recognized certifications or equivalent years of experience required
Work Experience
  • 8+ years' of project/program management experience, including delivering both IT enabled and business process improvement projects required
  • Global transportation and logistics management experience preferred
Required Knowledge, Skills and Abilities
  • Strong technical background, often with experience in software development or engineering.
  • Proficiency in project management methodologies (e.g., Agile, Scrum, Kanban, Waterfall, RUP, ADM).
  • Demonstrated proficiency with project management tools (Clarizen/AdaptiveWork, Smartsheet, MS Project, SharePoint, Azure Dev Ops, Jira, TFS) and Microsoft Office Suite.
  • Demonstrated skills in resource organization, project/task prioritization, and schedule development.
  • Ability to conform to shifting priorities, demands and timelines, able to react to program/project adjustments promptly and efficiently, and able to effectively prioritize and execute tasks on highly visible programs/projects with aggressive timelines.
  • Excellent communication, interpersonal, and collaboration skills to interact with diverse teams/stakeholders.
  • Ability to balance, negotiate, and work with internal/external stakeholders to build strategic partnerships.
  • Ability to effectively deliver executive-level reports and in-person presentations.
  • Ability to lead and motivate teams, driving them towards successful project completion with an entrepreneurial attitude.
  • Ability to produce high-quality work as part of a fast-paced, dynamic team.
  • Strong analytical and problem-solving skills to address technical and project-related challenges.
  • Ability to work a non-standard work schedule including evenings and weekends.

The applicable salary range is aligned to one of 5 zones according to a cost of labor index for the geographic location of the role. Starting pay for the successful applicant will depend on a variety of job-related factors, which may include related experience, education and training, location, business needs, or market demands. The expected salary range for this role is set forth below. Ranges may be modified in the future.

Zone 1: $150,000 - $175,000
This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 10% of eligible compensation
