Job Summary

Manages the implementation of CenterPoint Energy's Natural Gas Energy Conservation Programs (ECP) in the Texas region. Manages the regulatory process and ensures that the ECP programs are implemented in compliance with all regulatory requirements and goals are achieved. This includes development of regulatory filings, implementation of program plans, financial reporting, managing evaluation activities, research initiatives to validate ECP results, and ensure continuous process improvements in the design and management of ECP programs. Manages contract negotiations and administration for program contractors and vendors.

Essential Functions

  • Manages and leads the professional team responsible for the successful implementation of the company's Texas ECP programs.
  • Manages internal staff involved in implementing ECP residential and commercial programs and coordinates with other areas involved in promoting, supporting, and delivering ECP programs to customers and trade allies.
  • Develops and administers an annual budget of approximately $12.5 million.
  • Identifies and maintains resources necessary to achieve the company's ECP goals.
  • Works closely with Regulatory and Legal to ensure compliance with all regulatory requirements and support of any related regulatory filings and reporting.
  • Responsible for building program descriptions, annual budgets and savings goals to create appropriate operating plans, regulatory filings and support associated testimony.
  • Responsible for department scorecards including monthly reporting and forecasting.
  • Ensure measurement and verification (EM&V) processes are established to accurately monitor and measure energy savings results.
  • Negotiates and manages all contracts with contractors and vendors who support implementation of ECP programs.
  • Manages selected contractors and vendors, interfacing as necessary with contractor's senior management.
  • Participates in the necessary short and long-term strategic planning and scheduling to ensure achievement of ECP goals.
  • Collaborate with Marketing to develop and execute a strategic marketing plan. Coordinate with Corporate Communications, Marketing, and Customer Experience to highlight commercial and residential program offerings.
  • Conduct research to keep informed of program participant satisfaction and identify opportunities for improvement in program processes.
  • Help develop and document procedures to improve processes and ensure proper accounting and compliance.

Education Description

Requires a bachelor's degree in business, engineering or related technical field from an accredited college or university.

Experience

Requires a minimum of 8 years experience with any combination of the following:



  • Implementation of energy conservation and energy efficiency programs.
  • Technical experience in engineering, environmental, energy analysis or related fields.
  • Working knowledge of energy policy and energy management.
  • A variety of direct or indirect leadership roles preferred.
