As related to the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) Reliability Standards,the CIP Regulatory Compliance Specialist will review and assist in the coordination of operational and technical regulatory compliance processes for the Company including evaluation of compliance initiatives, review and monitoring of compliance with existing regulations, and the preparation of compliance related documentation. Monitor changes in requirements and provide necessary assistance and training on regulatory compliance issues. Responsibility to verify and track compliance activities.This position will serve as a resource for the Subject Matter Experts (SMEs) throughout the Company and will work collaboratively with the SMEs on compliance-related issues.
Location: Hybrid (see below), downtown Pittsburgh, Pennsylvania
Responsibilities:
- Monitor and confirm compliance with operational and technical requirements of the Federal Energy Regulatory Commission (FERC), NERC, PJM Interconnection (PJM), and ReliabilityFirst (RF) including scheduled requests, self-certifications, data submittals, randomly selected spot checks, continual maintenance of evidence, investigations (both internal and external), self-reports and mitigation plans. This work would also be performed with the goal of fully investigating and mitigating any outstanding compliance issues that are found and ensuring that SMEs are "audit ready."
- Verifying compliance with FERC, NERC, RF and PJM policies and standards and identifying opportunities for improvement in procedures and practices. Conduct reviews of compliance programs and documentation specifically related to NERC Critical Infrastructure Protection (CIP) Reliability Standards to ensure that they are complete and accurate. If gaps are identified, conduct an evaluation and/or root cause analysis to identify recommended improvements and mitigating actions.
- Assist in the investigation, documentation and submittal of potential violations to regulatory organizations and ensure they are tracked for timely resolution and fully documented in auditable records.
- Participate in the coordination of Compliance Audits by FERC, NERC, PJM and/or RF. This responsibility includes internal and external coordination, as well as organization, review and preparation of audit workbooks and evidence. Audit preparatory work will include coordination of mock audits and coordination of external assistance for mock audits, as required.
- Maintain NERC compliance management database for required filings as well as database to assign, track and monitor compliance efforts.Identify, document and develop internal controls for the Company's CIP compliance program in accordance with NERC's risk-based Compliance Monitoring and Enforcement Program.
- Maintain awareness of emerging utility industry compliance issues through benchmarking and participation in appropriate forums/groups, including PJM, RF and NATF compliance calls. Distribute information to impacted SMEs, develop and provide training as required.
- Work closely with the Director, NERC Compliance, the Senior Manager, CIP Regulatory Compliance and the Chief Compliance Officer in development and maintenance of the NERC CIP regulatory compliance program.
- In conjunction with SMEs, identify risks to the reliability of the Bulk Electric System, and develop Internal Controls that will mitigate the risks as well as ensure compliance with regulatory requirements.
- Storm roles as appropriate to their role and skillset.
Education/Experience
- Bachelor's Degree in relevant discipline required.
- Seven (7+)or more years of experience working in a compliance or audit role required. .
- Technical knowledge and experience with NERC CIP standards required.
- Experience working in a regulated entity, especially in the electricity sector or in other regulated environments including the energy, financial, healthcare or insurance industries strongly preferred.
