POSITION PURPOSE:

Manages the Environmental, Safety, and Health (ES&H) Organization. Directs organization's environmental and safety programs and maintains safe working conditions. Formulates work safety and environmental standards for NWD. Demonstrates a personal commitment to safety and quality.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Manages a staff of professionals and technicians to ensure a safe, compliant, and efficient performance of the NWD scope in the related disciplines including: Environmental, Safety and Health, Quality, Training, and Records.
  • Responsible for, and acts as the liaison for Emergency Management and Radiological Protection with the D&D contractor.
  • Works closely with customers to foster a positive company image and builds business relationships.
  • Provides guidance to supervisors, employees, and health requirements into work activities.
  • Ensures customer deliverables are assigned, prepared and completed as required by contractual obligations and DOE Orders.
  • Ensures safety and health of employees during work tasks, utilizing good work practices and following procedures and protocols.
  • Responsible and accountable for Safety & Health performance and the communication of safety awareness.
  • Maintains a safe working environment. Demonstrates awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed.
  • Demonstrates ability to get along with co-workers, customers and visitors.
  • Performs other duties as assigned by the Project Manager.
  • Demonstrates a personal commitment to safety and quality.
  • Performs other duties as assigned.

Safety Responsibilities:


  • Keep work area in order and free of hazards.
  • Perform work within the controls identified and stop work when an unsafe work condition exists.
  • Manage, develop, and participate in safety programs and initiatives.
  • Report all injuries.
  • Participate in work planning so that hazards are identified and appropriate corrective actions are taken.
  • Provide oversight and support of Voluntary Protection Program (VPP), Worker Involvement Network (WIN) team, and environmental programs.

MINIMUM QUALIFICATIONS:
Education and Experience:


  • Requires a Bachelor's Degree in occupational health, safety, or a comparable scientific discipline certified by related professional organization.
  • Requires at least ten years work experience in a safety oversight capacity.
  • Must be familiar with DOE, state, and federal orders, guides, and regulations.
  • Must have experience in safety oversight for facilities with industrial and radiological hazards.
  • Experience with VPP, EPEAT and ORPS is preferred.
  • Presently Certified Safety Professional (CSP) or willing to obtain.

Skills and Abilities:
Language Skills


  • Ability to read and interpret standards, regulations, technical references, etc.
  • Ability to write formal reports and correspondence, and prepare routine and non-routine deliverables.
  • Ability to speak effectively before groups of customers or employees.

Mathematics Skills


  • Ability to calculate figures and amounts such as proportions, percentages, area, circumference and volume.
  • Ability to apply concepts of algebra, calculus, geometry, and other mathematical principles.
  • Ability to perform basic safety engineering and industrial hygiene calculations (e.g., airborne concentrations, time-weighted averages, moments).

Reasoning Ability


  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to interpret a variety of instructions and deal with abstract and concrete variables.

Other Skills/Abilities


  • Ability to operate a calculator, office copier, fax and computer.

Special Requirements:


  • Must be able to obtain and maintain a DOE "L" clearance.

PHYSICAL DEMANDS:


  • While performing the duties of this job, the employee is regularly required to talk or hear. The employee is required to sit for part of the day. The employee is frequently required to stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and drive.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 40 pounds or more.
  • Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus.
  • The employee must be capable of wearing standard personal protective equipment (hard hat, gloves, coveralls, safety glasses, hearing protection, and safety shoes) as needed.
  • The employee must be able to pass a respirator physical successfully.
  • Requires occasional travel and overnight stay.

WORKING ENVIRONMENT:


  • Works in typical office environment. The noise level in the work environment is usually quiet.
  • Will often spend time in field assignments, etc., where noise level and environmental conditions may vary.
  • Will occasionally work in other environments, including outside, where noise levels and weather conditions may vary.
