Construction Manager
Job Summary An experienced consultant, the incumbent provides technical advice on construction logistics, management, and project controls. They exercise sound judgment in selecting methods and evaluation criteria to achieve results and may provide guidance to other stakeholders and team members.
Under the direction of the Director of Construction Management and Project Controls, the Construction Manager supports Project Managers in coordinating the construction phases of multiple projects within a large and complex program. Their key responsibilities include managing construction logistics, ensuring safety and compliance, and supporting projects in maintaining project scope, budget, and schedule. The incumbent enforces quality control, ensures effective communication with stakeholders, advances safety and contractor performance. They also work to minimize construction impacts on surrounding areas and University operations and ensure environmental safety compliance.
As a liaison between the University, industry partners, regulatory bodies, and internal departments, the incumbent addresses construction-related issues, analyzes laws, codes, and regulations, and assists with risk management and reporting.
The incumbent contributes to departmental improvement initiatives, advises senior leadership on construction issues, and assists in developing capital improvement programs and documentation. They regularly update project managers and leadership on program opportunities and operational threats. As solutions they help create standard operating procedures that comply with laws, best practices, and program objectives.
Expected to use sound judgment to achieve results, the incumbent may also guide other managers or analysts. Additionally, they support project teams in implementing Integrated Lean Project Delivery processes alongside traditional project management practices.

The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $84,400 - $180,000 (Annual Rate). Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.
UCSF Real Estate is an integrated unit that enables the alignment of development, planning, design, construction, and management of facilities and a lease portfolio of 1M square feet across UCSF. Services are provided through the following departments: Building Permit Services, Campus Design and Construction, Campus Planning, Construction Contract Administration, Health Design and Construction, Health Major Capital Projects, Real Estate Services, Benioff Children's Hospital Oakland Capital Program Management and support through Business Intelligence, and Finance, Administration and Operations.
The UCSF Campus Design & Construction department is responsible for providing comprehensive capital project delivery services to the research, academic, administrative, and campus life services units on the Parnassus, Mt Zion, ZSFG (Zuckerberg San Francisco General), Mission Center, Mission Bay, campuses including leased properties and satellite locations in San Francisco and throughout the greater Bay Area and Fresno. Project types include new "ground up" buildings, seismic upgrades of existing buildings, major infrastructure & technology upgrades, major facilities investment and deferred maintenance programs, renovations and upgrades of existing labs, offices, education space, student and faculty housing facilities, and full floor renovations.
The team is responsible and accountable for ensuring projects are delivered in accordance with all project objectives, including cost, scope, and schedule, remain compliant with all public contract codes, UCOP, and UCSF policies, and satisfy customer requirements. The team serves as the focal point of Campus capital project delivery. It relies deeply on close partnerships within real estate and various additional stakeholders across UCSF to provide a comprehensive solution for capital project and program delivery services. The program is $2.8B and consists of over 200 projects.
The combined UCSF Campus and Health organizations include approximately 198 UCSF and 38 contract personnel; operating/recharge budgets of more than $52.2M per year; current year capital project expenditures of $900M; and oversight and responsibility for > $13.3B long-range capital development. Required Qualifications
- Bachelor's degree in related area and 5 or more years of related experience; and / or equivalent experience / training.
- Thorough knowledge of planning, design and construction procedures, industry practices, and / or expertise in a specialized and critical discipline.
- Proven experience developing procedures related to design and construction.
- Thorough understanding of contract documents related to the design and construction industry.
- Thorough knowledge of University organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
- Proven analytical, organizational and problem recognition / avoidance / resolution skills.
- Proven written, verbal, and interpersonal communication skills, including effective negotiation skills and well developed political acumen.
- Team building and facilitation skills.
- Lean construction principles.
