Job Summary:

This is a unique opportunity to join the HDR Architecture, Inc. as a Senior Planner of Civic + Justice Planning. HDR has a long history of working for public sector clients on a variety of project types ranging from infrastructure with our engineering companies, to public sector civic projects including master planning, space programming, libraries, museums, law enforcement, public safety, courthouses, justice, operations & maintenance, parks/recreation, development agencies, and public housing to name a few. This position would be responsible for working with Civic Market Sector Leadership and local practice leadership to further establish and grow HDR's planning capabilities on a Global basis.

Key Desired Attributes:



  • Proven experience in developing and implementing planning studies including grant writing for public agencies.
  • Proven experience demonstrating the ability to client needs, planning, budgeting, and forecasting processes into an actionable solution that delivers the desired results.
  • Background in consulting or a matrix-based environment serving the public realm.
  • Background in Owner Program Management/Owner Representative services.
  • Responsible to travel as required to meet the demands of a Global client base. Approx. 15% to 30% of time.


Practice Leadership Responsibilities:



  • Assist in building a team with capabilities to handle all aspects of Civic+Justice projects, from facility planning, master planning, staffing, and space programming.
  • General understanding of operational planning, facilities management, facility construction, managing lease agreements, policies, and implementing the contracting strategy in alignment with local policies and federal/state regulations.
  • Assist in developing growth strategies for existing and new global geographic markets.
  • Ability to interact with clients and demonstrate communication and presentation skills.
  • Ability to lead client meetings.
  • Responsible for working with and mentoring staff unfamiliar with the Civic+Justice building type, scope, schedule, budget, and all planning project elements.
  • Responsible for monitoring of scope, schedule, and budget on architectural aspects of projects.


Preferred Qualifications

  • Minimum of 10 years of relevant and current experience on planning projects (Civic, Detention, Corrections, Municipal, Law Enforcement, Public Safety, State/County/Local Government).
  • Certified Planner with the American Institute of Certified Planners (AICP) or registration in process to be completed no later than end of 2025.
  • Strong statistical analysis thinking and benchmark research.
  • Familiarity with Revit, Bluebeam, SketchUp and other related tools to work in a collaborative atmosphere with architects and engineers.
  • Proactive individual with a sense of urgency to multi-task on multiple projects and assignments with flexibility to work in collaborative environment with a team and independently.
  • Strong technical capability to critically think through the development of a planning project into documentation, knowledge of standards, and some understanding of code requirement/compliance.
  • Experience in developing funding request and/or grant writing for public agencies.

Required Qualifications
  • Bachelor's degree in Urban Planning or closely related field
  • A minimum of 10 years experience in environmental consulting with a successful track record of marketing, urban design project management, staff management and client satisfaction, business development skills and familiarity of local clients and markets; advance degree may offset years of experience
  • AICP certification desired
  • Proficiency with Microsoft Office programs
  • Extensive graphics and report document production experience
  • Experience with GIS
  • Highly motivated self-starter
  • Leadership skills and ability to manage in a team environment
  • Public speaking and strong verbal and written communication skills
  • May require the ability to travel
