Job Description

Torch Technologies is seeking a Test and Evaluation Senior located at Maxwell Air Force Base-Gunter Annex in Montgomery, AL, within the Agile Support Office. The Agile Support Office is working to identify and document the technical/operational baseline for all BES programs and standardize and optimize how BES programs establish and use technical environments and supporting infrastructures to assist program teams in delivering high-confidence programs. To accomplish this task, the Agile Support Office will: (1) partner with functional sponsors, program teams and infrastructure providers to effectively analyze and deliver application environment hosting options and supporting services to meet requirements driven by the Data Center Optimization Initiative (DCOI), and the AF Common Computing Environment (AF CCE) standards, and ultimately the needs of the warfighter; (2) Foster reuse and interoperability of technical infrastructures among applications with common infrastructure and application support service's needs; and (3) partner with functional sponsors, program teams and infrastructure providers to effectively deliver lifecycle management tools environments and supporting services to meet program office and developmental team needs. The Agile Support Office is working to improve capability delivery efficiency and effectiveness across the BES acquisition, operations, and service missions through implementation of standard, repeatable processes. The Agile Support Office accomplishes this mission by managing the Continuous Process Improvement (CPI) effort for the BES directorate and providing a centralized delivery point for all organizational processes called the BES Process Directory (BPD).This position supports AFLCMC/GBQ.

Responsibilities:

This position requires a highly motivated individual with experience, supporting the below duties:

* Prepare, coordinate review and approval, and manage execution of test strategy, concepts, methodology, plans, processes and procedures;

* Provide T&E-related expertise in various DoD Adaptive Acquisition Framework (AAF) and System/Software Development Life Cycles (SDLCs); advise, advocate, and/or incorporate; optimal combinations within test strategies, plans, policy & guidance, and/or procedures

* Apply Scientific Test and Analysis Techniques (STAT) and Design of Experiments (DoE) methods;

* Provide support to plan, implement, and execute test automation leveraging DevSecOps;

* Manage and support test execution, data gathering. data reduction and analysis, and reporting;

* Review, analyze, report, and recommend updates to Key Performance Indicators (KPIs), Critical Technical Parameters (CTPs), and/or measures (of effectiveness, suitability, performance, and survivability);

* Support implementation and management of system/software quality reporting, e.g., cumulative tracking and management of software problem reports and/or defects;

* Support capability delivery team Integrated Test Team (ITT) formation, organization, and operations;

* Independently prepare (or advise others in the preparation of) test criteria, computation/analyses, specifications, cost estimates, and technical reports;

* Select and apply T&E techniques and procedures to analyze and evaluate specific problems, data, or other features of the work which are broad in scope and complexity;

* Review and evaluate the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of T&E tasks;

* Devise new and innovative approaches to problems encountered, and accomplish assigned tasks with efficiency, timeliness, and thoroughness;

* Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available for the thorough testing of software releases, e.g., fault insertion/fault identification;

* Prepare T&E segments of Acquisition documentation;

* Support T&E-related certification test activities, e.g., Joint Interoperability Test Center (JITC);

* Support T&E-related audit and/or inspection activities;

* Provide and/or support T&E-related training required to execute test activities;

* Support planning, execution, and reporting of Cybersecurity Test and Evaluation (CSTE)

* Support FCAs/PCAs;

* Support review and recommendations for higher-level DoD, AF, AFMC, AFLCMC, and BES T&E related policy, guidance, processes, and procedures;

* Participate in DoD and/or AF T&E-related summits, conferences, and/or meetings to deliver or receive presentations on T&E project/program status, accomplishments, challenges encountered and/or lessons learned, support requirements, technical developments, program changes, and the interpretation and advocacy of program and project objectives relative to T&E; and/or,

* Provide test report support services by way of the documentation of test events and shall conduct technical reviews of engineering documentation associated with T&E that includes but is not limited to:

o Engineering drawings

o Specifications

o Technical reports

o Design documentation

o Diagrams

o Test reports

Job Requirements

To properly scale the BAT, GBQA needs to increase its ability to complete automated testing activities for: 1) New capabilities (smoke, integration, functional, end-to-end), 2) Existing capabilities (regression), 3) Performance (speed, responsiveness, stability), 4) Load (normal vs intense), 5) Penetration / Cybersecurity. Each release of the BAT will require manual and automated test cases that can be executed and reported in a repeatable pattern for critical areas

Master's or Doctorate Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD

OR, a Bachelor's Degree in a related field and 12 years of experience in the respective

technical/professional discipline being performed, five of which must be in the DoD

OR, 15 years of directly related experience, eight of which must be in the DoD

Must hold active DoD Security Clearance (Secret)

CompTIA security+ CE

Experience in the AWS and/or Azure GovCloud (specifically CloudOne)

Preferred Qualifications:

*Experience creating automated test cases/scripts.

*Experience with Zephyr, JMeter, Selenium, and Octane.

*Experience with Agile methodologies and tools, e.g. Kanban

* Experience in the AWS and/or Azure GovCloud (specifically CloudOne)
