Job Summary

The Chair of the Division Chair of Family Planning (Division Chair) including Reproductive Health Services (RHS) is responsible for the day-to-day operations of all the Division's inpatient, outpatient, and surgical activities 7 days a week and 24 hours per day throughout Cook County Health (CCH). The Division Chair is the Division's leader whose scope of responsibility includes, but not limited to, the following: Supervision of clinical and teaching activities for Family Planning and Reproductive Health Services within the division: Attending Physicians, Resident Physicians and Mid-Level Providers. Participates in Quality Assurance (QA)/Process Improvement, didactic and research activities. The Division Chair must have the qualifications to lead the division with accordance of the needs of CCH, National Abortion Federation (NAF), and the Title X service parameters. The Division Chair is expected to have high academic standing and interest in training the next generation of Family Planners.

General Administrative Responsibilities

Collective Bargaining

* Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals

* Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

* Document, recommend and effectuate discipline at all levels

* Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements

* Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision

* Direct and effectuate CCH management policies and practices

* Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

* Contribute to the management of CCH staff and CCH' systemic development and success

* Discuss and develop CCH system policies and procedures

* Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements

* Work with Labor Relations to discern past practice when necessary

Typical Duties

* Directs all activities of the Division of Family Planning and RHS throughout CCH hospitals and clinics.

* Provides direct oversight for the Family Planning and RHS.

* Provides direct Family Planning and RHS care in the diagnosis and treatment of women as assigned, in a non-discriminatory fashion.

* Maintains an active clinical load of at least 70%.

* Responsible for grant acquisition and management for the Division.

* Provides direct Family Planning and RHS (abortion services) care to inpatients and outpatients of CCH, in a non-discriminatory fashion.

* Supervises and coordinates the provision of clinical services by faculty and staff in Division of Family Planning and RHS services throughout CCH.

* Collaborates with affiliate leadership to address clinical needs and support in Family Planning and RHS services at each CCH facility.

* Standardizes and oversees Family Planning and RHS faculty and staff accountability and productivity throughout CCH.

* Participates in capital budget processes, recruitment of staff, expansion and modification of clinical services, establishment, and approval of work schedules for Division of Family Planning throughout CCH.

* Work successfully with CCH Leadership in providing Family Planning Services through CCH.

* Comply with departmental and institutional policies and accept academic, clinical and administrative assignments as per hospital bylaws.

* Participates in core academic, clinical and administrative activities and maintain their skills based on measurable local and national standards.

* Actively participates in regional and national organizations providing leadership in Family Planning and Reproductive Health Services.

* Participates in the mandatory in-house night and weekend call schedule or an alternative call schedule.

* Participate in QA/Process Improvement activities, and didactics.

* Education, supervision and evaluation of residents assigned to all obstetrical and gynecological services and participation in the organization and development of relevant teaching activities, as assigned.

* Actively participates in the education, evaluation and supervision of medical students from affiliate medical schools and universities as assigned.

* Participates in other administrative responsibilities at departmental or institutional level as assigned by the departmental chair, or hospital medical director.

* Participates in CCH approved projects, conferences, and/or committees.

* Performs other duties as assigned by the Chair of the Department of Obstetrics and Gynecology.

Reporting Relationship

Reports to the Chair of the Department of Obstetrics and Gynecology

Minimum Qualifications

* Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) degree from an accredited medical college or university

Licensed as a Physician and Surgeon in the State of Illinois prior to starting employment.

* Successful completion of an ACGME accredited or equivalent residency program in Obstetrics and Gynecology

* Board Certification by the American Board of Obstetrics and Gynecology

* Fellowship training in Family Planning and Reproductive Health Services or equivalent

* Seven (7) years of clinical experience in Obstetrics and Gynecology

* Three (3) years of experience actively training of OB-GYN residents, and medical students

* At least three (3) years of leadership work experience including administering clinical, educational, quality assurance or research programs related to Family Planning or Reproductive Health Services

* Experience with grant writing and management

* Be eligible for an academic appointment with department's academic affiliate

* In order to maintain privileges in the department each physician will participate in a minimum of 50 hours category I CME specific to Obstetrics and Gynecology and maintain certification in Obstetrics and Gynecology and/or their respective subspecialty

* Clinical competency with regard to core skills in Obstetrics and Gynecology must be maintained for individuals who participate in mandatory call schedule

Preferred Qualifications

* Have a current academic appointment at an accredited Medical School

* Thorough knowledge and understanding of the Health Insurance Portability and Accountability Act (HIPPA) to ensure the protection of the confidentiality and security of healthcare information for all patients

* Knowledge of the principles and methods of training medical staff to ensure standards of care meet or exceed expectations

* Working knowledge of Microsoft Office and electronic medical record

* Basic knowledge of QA guidelines and/or requirements

* Demonstrated analytical and organizational, problem-solving, critical thinking, and conflict management/resolution skills

* Demonstrates and maintain attitudes, behaviors, knowledge, and skills necessary to work respectfully and effectively with patients and staff in a culturally diverse work environment.

* Ability to participate in ongoing education and training in culturally competent service delivery.

Physical and Environmental Demands

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
