Job Summary

The Fiscal Analyst Senior serves as a designated subject matter expert and plays an important role in providing advanced professional financial analysis for the Arizona SBDC Network, including the APEX Procurement Center. Supporting the State Director and Assistant State Director, this role is suited for a self-starter that dives into analytics, understands reports, discovers trends, and has the effective communication skills needed to explain important data to key stakeholders throughout the State of Arizona to SBDC Centers. Along with the responsibility of compiling and managing Arizona SBDC Funding budgets, attention to detail is highly desired as this position gives valuable support and direction to a variety of stakeholders involving financial transactions and policy interpretation. While working independently, the SBDC is looking for an individual that can collaborate with the team to improve current processes and strategically plan for future fiscal years. SBDC is seeking diverse skills and experience, who is interested in working in a fast-pace, moving environment.

Essential Functions

35% - Utilizes budget system, financial system, and human resource system to perform highly complex financial and statistical analyses and reporting, budget and actual variance analysis, scenario planning, and fiscal research; Reviews and verifies budget authority and processes hiring documents. Assist in the development of federal grants.

30% - Handles complex financial analysis and makes recommendations on accounting corrections/adjustments within the enterprise financial analysis; Serves as a subject matter expert on appropriate accounting methods, allowable costs, and interdependencies of Financial Management System (FMS) and Human Capital Management (HCM) system data; Prepares ongoing costs and projections.

25% - Assists in the development of the annual SBDC and APEX funding budgets and applications; Prepares budget allocations, transfers and monitors operating budget ensuring compliance. Communicates and collaborates with District office division, and sub-recipients' fiscal office regarding budget and position management; Creates monthly, quarterly, and yearly reports for SBDC and APEX Network.

10% - Provides guidance and support to DoD APEX Federal grant, Arizona Commerce Authority grant funds and other State and Federal funding as assigned. Other duties as assigned aimed to improve SBDC and APEX programs and efforts at MCCCD.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting or directly related field and four years of experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A) Minimum of four (4) years' experience applying, interpreting, and providing guidance of general and grants budget principles, practices, and policies at the institution level.

B) Minimum of four (4) years' experience creating reports and using data to track, analyze, and present fiscal outcomes.

C) Minimum of four (4) years' experience handling day-to-day financial management tasks in support of large department or division operations to include: budget understanding/preparation, procurement task management, transaction reconciliation.

D) Demonstrated proficiency with integrated Enterprise Resource Planning (ERP) financial, budgeting, and reporting systems and tools.

E) Ability to analyze and interpret data for accuracy, making sound, independent decisions in a timely manner using a high level of judgment, including experience and proficiency with database software to retrieve data for reporting and data manipulation purposes.

F) Experience in building relationships and working effectively with diverse stakeholder groups.

G) Knowledge of Federal grants policies and procedures.

Special Working Conditions

Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions: Work is routinely performed in an indoor, office environment.
