About the Position

As the Development and Compliance Program Coordinator, you will play a crucial role within the Community Health & Records Services Division's Office of Vital Registration and Medical Records programs in optimizing registration procedures and delivering outstanding support to its central and satellite offices. You will also be responsible for overseeing the creation and distribution of training materials for staff, focusing on operations primarily pertaining to vital records and medical records. You will ensure adherence to regulations and efficiency across several programs, such as Indigent Decedent Services and Medical Certification. The coordinator's efforts are key to improving operations, compliance, quality assurance, and guaranteeing consistent service across the organization.

This position involves coordinating activities related to the development and evaluation of compliance standards, as well as auditing functions within our operations. This includes overseeing the registration and records services programs for vital and medical records. It also entails providing instruction on A.R.S. and A.A.C. as they pertain to vital records, along with HIPAA practices and protocols for clinical services, specifically regarding the release of medical records.

We Require

  • Two years of experience creating and delivering training programs, conducting audits, setting quality standards, and assessing employee performance

  • Bachelor's degree in Human Resources, Education, Training, Business Administration, Public Administration, Health Science, Mortuary Science, Emergency Management, or a related field

  • Additional job-related experience may substitute for the required education on a year-for-year basis

Job Contributions

  • Engage in training processes to enhance the adult learner's experience in each session, moving through various learning models and modalities to best maintain the attention and engagement of the target audience

  • Plan, design, and develop new employee orientation and training curricula for the OVR operations, registration, corrections and amendments of vital events, Indigent Decedent Services, and medical records team to ensure core development is complete before the employee is released to their assigned units. Support and contribute toward divisional development, compliance and quality assurance needs and activities

  • Design, coordinate, and monitor workflow processes for efficiency and effectiveness; performs quality control and assurance activities and communicate recommendations for improved delivery of services

  • to the OVR operations (e.g. VitalChek, mail, portal and kiosks orders, and funeral homes accounts), vital records, and medical records staff for increased positive customer outcomes

  • This role involves collaborating with managers to identify and secure resources that facilitate ongoing learning opportunities for both managers and employees, ensuring that the workplace remains conducive to productivity and morale, even under challenging workloads. This includes creating training programs, workshops, and access to educational materials that help staff develop skills and resilience, fostering a culture of continuous improvement and support within the organization

  • Facilitate training classes and workshops on a wide variety of topics requested and required by the Arizona Department of Health Services, Maricopa County, the Department, Division or any other governing body and provides management with follow-up reports

  • Audit and maintain the Arizona Department of Health Services Bureau of Vital Records electronic and physical resource binders, employee training files, and all training content and room equipment

  • Establish a regular scheduled quality and compliance auditing of birth and death registration, corrections, amendments and issuance of birth and death records. Includes quality and auditing documents, applications, worksheets, affidavits, and evidentiary documents used to establish eligibility of vital records and to ensure they encompass all requirements of the Arizona administrative codes

  • Analyze trends and create reports to evaluate program effectiveness, identifying opportunities for improvements in processes and services for both medical records and vital records

  • Participate in various statewide or nationally recognized job-specific trainings and conferences to stay current with industry standards, innovations, and challenges. Enhance individual skills and knowledge, foster networking opportunities, exchange insights and best practices with industry professionals to effectively address evolving industry demands and contribute to their organization's success

Working Conditions

  • Work is performed in an office environment

  • Travel will be required to attend conferences, training, and possible varying work locations as assigned by the Records Services Manager or Division Administrator, subject to County policies regarding the use of County vehicles or private vehicles on County business

  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency

  • Must secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card and complete a background check

  • Must possess or can obtain a valid Arizona driver's license by the time of hire

  • Within one month of hire, all employees are required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test
