Overview

TISTA is looking for a Senior Proposal Writer to join our Growth Team. The ideal candidate have a strong background in writing federal, state, and local proposals for clients such as VA, HHS, USDA, and DHS. This role requires the ability to create content from solution team's pink team version, based on interviews with subject matter experts (SMEs) and research, as well as the skill to tailor and rewrite boilerplate materials.

Responsibilities

    Must be able to substantiate their experience by providing detailed information on proposals supported, including their role and contributions relevant to our client's needs.
  • Write clear, persuasive, and articulate proposal sections, translating technical and other complex ideas into easily understandable text; rewrite and review proposal sections and related documents for complex Federal Requests for Proposal (RFPs).
  • Collaborate with the solution, capture and proposal team to develop sections that clearly articulate the overall solution and strategy, including win themes and discriminators.
  • Synthesize text and ideas from multiple authors, including SMEs and consultants, to create cohesive content; edit for consistency, clarity, grammar, and compliance with PWS requirements.
  • Identify, resolve, and escalate gaps and risks to proposal management and capture leadership.
  • Lead the writing of technical, management, and past performance proposal sections that are organized, succinct, persuasive, compliant, telling a story, and meet internal and external deadlines.
  • Incorporate strategic themes throughout the proposal development.
  • Lead written responses to technical and management sections, corporate experience, staffing rationale, and resumes, and other assignments as applicable
  • Ensure proposal outline is compliant with RFP requirements
  • Collaborate with capture, proposal and business development team on strategic opportunities; analyze customer requirements, competitors, and internal capabilities.
  • Perform critical review, analysis and feedback on information obtained from SMEs, Operations, and Delivery Team during solution development and identifies potential gaps and challenges.
  • Provide actionable input and feedback on CONOPS and other graphics to align with the overall proposed solution.


Qualifications

  • 8+ years of relevant experience working in the Federal Government or GovCon environment.
  • Diplomatic, persuasive, and articulate communication style to establish and maintain rapport with internal and external customers/partners.
  • Strong working knowledge of MS Office and Adobe Suite
  • Ability to adapt to new, technology-driven tools (e.g., AI tools)
  • Ability to understand customer goals, RFP requirements in order to deliver compelling and compliant proposals
  • Strong oral and written communication skills and is versed at leading a disparate group to a common goal.
  • Ability to develop engaging and compelling proposals and supporting presentations.
  • Self-motivation and flexibility to work on multiple competing priorities.
  • Positive and proactive can-do attitude and approach.
  • Must be a team player that proactively engages in a positive manner in all phases of the business development life cycle.
  • Ability to interact effectively with all levels of an organization.
  • Documented track record of winning new business both as a prime and subcontractor.

Education:

  • Undergraduate degree from accredited college or university in business management or related field or majoring in English
  • MS, MBA a plus

Location:

  • Remote, with the ability to attend in person meetings at TISTA HQ Rockville, MD

Salary Inforamtion:

  • The pay for this position ranges from $105,000 to $135,500.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
  • Also, certain positions are eligible for additional forms of compensation, such as bonuses.
