This position has overall responsibility for managing NEL transportation safety and compliance processes and practices. The Manager works in conjunction with the NEL management team to develop and implement short and longer-term operational safety and compliance policies, practices, and strategies. Job Duties and Responsibilities
- Provide direct oversight for the following:
Employees
- DQ Files - paper and digital
- Ensure files are current and a tracking report is created and updated monthly by terminal managers
- Driver new hires are being onboarded correctly: Hold a 30 day follow up meeting with all new drivers to discuss training, safety, and compliance with Samsara. Proactively address any deficiencies, document as appropriate.
- Completion of assigned Driver Training in Dairy U.
- Ensure drivers are using the Samara system properly for ELD purposes, even when using the Ag exemption
- Serve as the point person for all Terminal Managers regarding questions about prospective employees, current driver safety concerns, and accident reporting and process questions.
- Follow up with any driver personal injury accident report; include detailed documentation regarding cause of injury, outcome of review process and specific actions that can be taken to prevent future occurrences.
Equipment
- Equipment registrations are completed and up to date; installed in correct trucks
- Annual inspections are completed and tracked
- State permits are completed and placed on equipment properly
- EZ passes are installed and monitored
- Samara units are installed and functioning
- Monitor to ensure cameras are working and not blocked
- LatLon system is installed and working properly
Safety
- Samsara Safety Inbox is monitored daily, and severe issues are dealt with promptly and documented
- Quarterly Performance Tracker is consistently updated during the quarter and not at the end of the month.
- In person Safety Days are being developed and completed 3 times per year
- Ensure every DOT Reportable Accident is addressed on scene by a Safety Team Member; help the driver gather proper information including pictures. When an accident is not DOT reportable, coach driver via the phone to ensure proper procedure is followed including numerous pictures from the scene before driver leaves the scene. All pictures must be sent via text or email.
- Ensure an accident folder is created for each event with the following documentation: Police Accident report, photos, DFA accident report, Post accident Drug test results (if required), repair bills for DFA equipment, Sedgwick reports and any legal correspondence.
- Provide monthly scorecards (KPIs) to manage and assess transportation safety operations.
- Conduct periodic inspections of 3rd party administration compliance with DQF (Driver Qualification Files), CSA (Compliance, Safety and Accountability) & D&A (Drug and Alcohol) program requirements.
Education and Experience
- Bachelors Degree in Logistics, Transportation, Supply Chain, or related field
- 10+ years transportation management, safety management, and regulatory compliance experience
- Experience utilizing enterprise fleet maintenance software systems
- Certification and/or License - may be required during course of employment
Knowledge, Skills, and Abilities
- Intermediate knowledge of Word/Excel/PowerPoint.
- Working knowledge of the performance management/ monitoring systems
- Working knowledge of federal and state safety laws, particularly FMCSR & OSHA standards.
- Extensive knowledge of electronic on-board truck management and data systems (specifically Samsara)
- Analysis and identification of risk trends, problems, and solutions.
- Ability to express ideas clearly and concisely using appropriate mediums (for example, face-to-face, e-mail, and presentations), listen effectively, demonstrate understanding, and clarify meaning for others.
- Ability to develop, coach, and mentor others.
- Understand and apply meaningful operations and safety performance metrics (KPIs).
- Ability to plan and execute events, safety meetings, accident review meetings, and safety celebrations.
- Develop and communicate informative presentations and strategies for stakeholders and managers to gain understanding and consensus.
- Possess extensive knowledge of OSHA 29 CFR 1910 regulations
- Must be able to read, write and speak English
