Under the supervision of the Alfred University's EHS Chief and, having working knowledge of the practices and principles of EH&S missions for all Alfred University Schools and Colleges, the EH&S Manager helps assure that Alfred University attains and maintains compliance with all Local, State and Federal Environmental Safety regulations. Also, the EH&S Manager serves as secondary representative/liaison to a variety of external entities including Federal, State, and Local Agencies, contractors, suppliers, and various nonprofit, educational, government, and community entities in relations to environmental health and safety, with a priority on fire safety.

Salary/Rate:$25.00-$27.00, 40 hours per week

Qualifications-Education & Experience, Knowledge, Skills & Abilities:
  • Education:
    • Bachelor or Associate degree in Chemistry, Biology, Safety & Health, EH&S Management, and/or multiple years of relevant experience
  • Experience:
    • Minimum of five years of experience within the Environmental, Health and Safety functions and/or New York State Fire Codes. Preferred certifications include RCRA Hazardous Waste Management, Hazmat and Waste Ground Shipper (DOT) and HAZWOPER 24-Hour Course, and GHS Hazard Communication
  • Additional Knowledge/Skills:
    • Demonstrated abilities to both work collaboratively and to influence those with whom no formal hierarchical relationship exists
    • Demonstrated proficiency with office automation/communication software and devices and tools
    • Working knowledge of NYS Fire Codes, N.F.P.A., U.S.E.P.A., U.S.O.S.H.A., N.Y.S.D.E.C., ANDN.Y.S.D.O.L. rules and regulations
    • Effective written and verbal communication skills that can be used to communicate with people of various backgrounds, experience, and education levels
    • Public presentation skills and training delivery skills
    • Demonstrated ability to create EH&S training programs
Working hours are not confined to weekdays and may on occasion include evenings and/or weekends. The Manager is expected to provide 24-hour emergency support as needed. The EH&S Manager serves as a member of the campus emergency response team. The Manager will be required to perform other job-related duties required by their supervisor.

Essential Functions:
  • With or without reasonable accommodations, the Manager must be able to read, write and speak the English language at the college level
  • Be capable of performing sometimes complex mathematical calculations, statistical calculations and other higher mathematical operations
  • Must be able to communicate with all levels of the institution in written and spoken form
  • The Manager must be able to work independently
  • The ability to maintain regular and prompt attendance is essential to the successful performance of the position
  • Other essential functions may be required
Job Responsibilities:
  • Implement the strategy for Fire/ Environmental, Health and Safety initiatives. Proactively address EH&S related issues by creating or updating polices to address same
  • Facilitate Fire and Safety planning and coordination with routine and scheduled inspections andvaluations of University facilities and grounds including residence halls, work areas, labs, classrooms, equipment, practices etc., to identify potential fire violations, hazardous practices or biological, chemical and radiological materials and the collection of samples of same for analysis or testing. Following the completion of inspections, the EH&S Manager will make recommendations to the appropriate University authorities to reinforce fire/ safety behaviors or correct noted deficiencies
  • Ensure that all fire and life safety systems and related equipment are fully functional and code-compliant. He/she will ensure that fire drills are conducted as required, participating in drill execution as needed, and identify and address potential or actual deficiencies
  • Develop, maintain and implement all Fire Safety Plans and Emergency Action Plans, including building specific fire drill and evacuation procedures and Building Information Cards, in accordance with the NYS Fire Prevention Code. He/ she will also maintain all fire records and logs as required by relevant codes
  • Independently design and/or deliver, both in person and asynchronously, safety training programs to prevent injury or disease caused by non-compliant practices concerning fire, chemical, physical and biological agents. Actively promote the proper use of personal protective equipment in training sessions, to minimize workplace injuries. As required, update current safety training programs to reflect changes in code or governing regulations, or to exceed such standards when appropriate. Maintain EH&S training calendar with emphasis on Fire Protection, in health services areas, residence halls, facility buildings, science labs, engineering labs, and art and photography studios. In cooperation with Human Resources, maintain records regarding worker training and safety
  • Assist in preparing reports (e.g.: department annual reports, etc.). Maintain all required DEC, EPA DOL and PESH records
  • Develop and maintain productive relationships with local, police, fire, Hazmat, OSHA, EPA, etc. professionals to facilitate required response to a request for assistance. Respond to all building fire alarms and emergencies while on duty and act as the primary interface with the NYS Fire Marshal
  • Provide daily guidance and direction in Fire & Environmental Safety programs at the employee/ supervisor level to ensure a common and effective approach across campus
  • Work with Alfred University's Facility Directors to ensure that contractor personnel working on the property act in compliance with all University policies, and New York State Fire code and safety requirements
  • Ensure inspections by regulatory agencies and University Worker's Compensation and General Liability Carriers are coordinated and deficiencies minimized and corrected. Maintain all logs and documentation associated with permits and regulatory requirements
  • Assist with maintaining the Site Preparedness and Emergency Plans & Procedures. Participate with Emergency Response Team and comply with Alfred University policies and procedures
  • Along with the E.H.&S. Chief, serve as a member of the University Safety Committee
  • Along with the E.H. &S. Chief, promote the use of Safety Data Sheets to help users to safely use chemical. Also promote the transition from NFPA Material Safety Data Sheets, to the Globally Harmonized System (GHS) Safety Data Sheet configuration
  • Act as Crowd Manager for large events as needed, and maintain Crowd Manager certification
  • Research and write permit applications and complete permit reporting requirements
  • Review accidents and incidents, and conduct field audits, reporting and managing the corrective actions. Address employee input regarding EH&S related issues in a timely fashion
  • Assist with and, as necessary, coordinate the sending of NY Alert notifications and administer account users
  • In coordination with the E.H.&S. Chief, be aware of chemicals and any/all potential safety and environmental hazards used/present at Alfred University and take steps to reduce the use of problematic chemicals and to mitigate any potential safety and environmental health hazards
  • Maintain program management systems to ensure that Alfred University's various Environmental Health certifications, accreditations, and compliance efforts are developed and continuously improved
  • Provide technical expertise and support on regulatory compliance issues in Fire Protection/Safety and Environmental Health
  • Provide service to the University by actively participating in committees that may be assigned.
  • Maintain a safe working environment in all areas under E.H.&S. management.
  • Safety: Participate in safety training and comply with safety rules, regulations, and protocols
  • Perform additional duties and assist with special projects as assigned
Physical Environment:
Personal Protective Equipment must be worn when required. A respiratory function test and the ability to use respirators may be required. The physical environment includes laboratories and studios where fumes and/or other hazards may be present. Stairs and uneven surfaces may be present; artificial lifts, etc. may or may not be available. The manager should be able to tolerate physical exposure to weather conditions and accommodate low physical risks. Adherence to basic safety rules when driving, walking on slippery surfaces, and walking among/ near moving vehicles is expected.
