Overview

VTG is seeking a Cost Estimator and Pricing Analyst located in Fort Meade, Maryland, in support of the Defense Information Systems Agency (DISA) Office of the Chief FinancialOfficer's (OCFO) for Budget/Cost/Financial Analysis, Financial Management and Technical Support Services.This is a hybrid role (onsite/remote).


What will you do?

Responsible for analyzing specifications, proposals, and other documentation to prepare time, cost, equipment and material, and labor cost estimates for contracts and/or projects or services. Performs duties independently and/or based on input from project management team and subject matter experts.

Specific duties include:

  • Manage complex projects and provides day to day leadership for the design, implementation, and operation of diverse projects to meet established objectives and successful completion of task orders.
  • Ensure teams utilizes approved planning processes to develop deliberate plans that describe and detail a concept of operations for projects as assigned.
  • Lead all aspects of team support to Government customers.
  • Serve as the primary Government point of contact for Contracting Officer's Representative (COR) or equivalent and ensures timely submission of alldeliverables and Performance Work Statement (PWS) or equivalent requirements.
  • Direct the preparation and writing of project plans, identifies staffing requirements, controls costs, schedules, staffing hours, meets deadlines, scenarios,fact sheets, Information Analysis Briefs, planned Courses of Action, and Course of Action Decision Briefs.
  • Direct planning, preparation, and facilitation of working group sessions.
  • Monitor and identify threats to contract progress and develop effective remedial actions.
  • Responsible for staffing actions including hiring, firing, and performance evaluation.

Do you have what it takes?

Required Skills:

  • Bachelor's Degree with at least six (6) years' related work experience, or combination of education and experience.
  • Level II Defense Acquisition University (DAU) Certification.
  • Business, Cost Estimating Level II criteria or equivalent and Software Cost Estimating Certificate or equivalent (Equivalent certifications must definecriteria for achieving that certificate).
  • Experience with MS Office applications to include MS Project and Excel.
  • Demonstrated experience creating life cycle cost estimates, Independent Government Cost Estimate (IGCE), and conducting analysis of alternatives.
  • Experience with ACEIT software.
  • Must live within 50 miles of Ft. Meade, Md.
  • Must have and maintain a DoD Secret clearance.

Preferred Skills:

  • Interpersonal skills to coordinate with various levels of management, technical staff, and clients; ability to influence and lead groups with or without directline authority.
  • Ability to work as a contributing team member and collaborate across functions.
  • Proven ability reviewing and interpreting federal and commercial statements of work (SOW), blueprints, drawings and specifications and developing workbreakdown structures (WBS) and technical approach proposals to create contract and/or project estimates.
  • Creative problem-solving and analytical skills to define problems, collect data, establish facts, assimilate information, and draw conclusions.
  • Must possess organization skills, detail orientation, and ability to work in a fast-paced environment.
  • Current familiarity with key industry production, processes, procedures, regulatory / compliance issues and government roles related to business area toinclude cost accounting standards (CAS), Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), and DefenseContract Audit Agency (DCAA).
  • Ability to read, analyze, comprehend, and interpret technical and legal documents and financial reports; specifically, Requests for Proposal (Quotes),specifications, and entire drawing packages with the intent of determining the cost associated with labor and materials necessary to perform the work.

Pay Range: VTG's estimated starting pay range is $60,000-$85,000 which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
