Summary:

The AMU Program Support Analyst provides a broad range of analytical and advisory services in support of the Assessment and Monitoring Unit (AMU), Office of Antiterrorism Assistance (ATA), Bureau of Diplomatic Security, U.S. Department of State. The AMU Program Support Analyst will provide professional program and administrative support for the unit's daily assessment, monitoring, and evaluation activities to include planning and logistics, data collection, technical research, analysis, editing, and reporting.


Responsibilities

Essential Job Functions:

  • Conducts quality assurance for AMU data collection activity; develops AMU's quarterly data set(s); maintains mentor tracking spreadsheet; responds to and completes data requests for both assessment and monitoring field work; responds to other requests for information coming into AMU; creates pdf's for uploading document finals to the AMU product library and ATA/CT information exchange site; updates the AMU trip tracker and SharePoint home page; and compiles and posts the AMU weekly activity (WAR) bullets.
  • Advises, assists, prepares, and reviews all information involved in providing database and other technical research on ATA Partner Nation organizations, foreign assistance provided, trends in terrorism, and other ad hoc research, as needed.
  • Assists AMU program coordinators, branch chief, and monitoring coordinator with pre-travel logistics and administrative services.
  • Assists with pre- and post-field work activities to include data capture, compilation, and analysis; document editing; and posting of final products to the AMU document library.
  • Captures and analyzes data from other ATA organizational units and databases for use in AMU reporting requirements.
  • Independently directs a broad range of Unit activities involving supply and property management, mail and file services, equipment maintenance, IT (Information Technology) services support, vehicle management, and related services.
  • As key coordinator for the efficiency and effectiveness of Unit operations, serves as advisory to Unit management on organizational policies, programs, objectives, and plans.
  • Recognizes and researches problems in, and identifies improvements to, administrative support areas.
  • Autonomously develops, modifies, and implements Unit-wide internal administrative policies and procedures, exercising analytical capability, discretion, and judgment to best align policies and procedures to the mission's needs.
  • Tracks deadlines and assigned Unit taskers, delegating to Unit personnel, and liaising with those inside and outside the Unit, including senior management as needed, for efficient completion.
  • Directs and monitors the flow of operations-related documents from inception to distribution of final copies.
  • Prepares and/or edits organizational charts, memos, reports, and other general office documents and material.
  • Drafts, reviews, and/or edits organizational and human resources-related documents at the Unit level as required.
  • Coordinates the Weekly Activity Report, ensuring timeliness and thoroughness of the deliverable.
  • Manages the Unit Chief's schedule.
  • Manages additional Unit calendars, keeping awareness of personnel leave and travel to assist in daily planning and operations.
  • Serves as subject matter expert and coordinator for in- and out-processing of Unit personnel. Oversees procedures for the Unit's new hire and terminated employees, to include overseeing assigned workspace, cell phone issuance, documentation for computer access and IDs, and access control programming.
  • Supports proper security protocol, lead visitor escort, and oversees proper storage and handling of classified documents and the destruction of classified material as directed.
  • Assists, as needed, the ATA Office Administrator to oversee time and attendance records for direct-hire government employees using WebTATEL software.
  • Actively participates in meetings to include Office senior staff meetings, working groups/committees, interviews/focus groups, conferences, and ad-hoc sessions. Captures and distributes detailed meeting notes and minutes, briefs Unit staff.
  • Writes reports, letters, and other documents with analysis and recommendations for Unit programs, policies, and activities.
  • Performs other related duties as assigned.

Qualifications

Necessary Skills and Knowledge:

  • Must possess excellent command of the English language and have highly developed writing and verbal communications skills; ability to effectively communicate with personnel at all levels within the Department of State and other government agencies.
  • Ability to handle multiple tasks simultaneously.
  • Must be organized and able to work independently.
  • Knowledge of office policies, practices, and procedures.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
  • Must be Proficient in the use of Microsoft applications (MS Word, PowerPoint, Excel, Outlook, Teams, and SharePoint).

Minimum Qualifications:

  • Associate's degree or three years of increasingly responsible administrative experience may be substituted for education.
  • Experience working with databases.
  • Ability to travel internationally in support of AMU field work; sometimes to high threat and/or austere and challenging environments.
  • Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum a SECRET clearance.

Preferred Qualifications:

  • Experience with basic statistical analysis; advanced statistical analysis is a plus.
  • Monitoring and evaluation experience is a plus.
  • Experience working with Oracle Based Programs and PeopleSoft Programs a plus.
  • Experience working with statistical and data visualization software a plus.
