JOB SUMMARY
Under the general supervision of the Assistant Director of Transportation and TDM, the Transportation Operations Administrative Analyst designs solutions to improve data quality, processes, and documentation that are to be used in daily administrative operations of TAPS programs including, but not restricted to, the vanpool program, charter program, and disability van service. This position oversees two direct reports.

Budgeted Salary: $83,000/annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES
70% - Operational Analysis
- Provides analyses for operations data, systems and projects, which are complex in nature and diverse in scope.
- Works directly with all levels of managers and provides guidance, research, and support to TAPS leadership.
- Analyzes the efficiencies of yard flow and yard management, dispatch duties, fleet coordination, designing routes, schedules, and bids to provide improvement recommendations and how to implement changes.
- Lead technology administration of and reporting/data feeds from softwares related to transit operations, commuter benefits, and other programs.
- Set up parameters on how to manage the proper application of select technology and equipment, including but not limited to tablets, phones, driver ID tokens, radios and other equipment.
- Work with managers to establish procedures, practices and work methods to improve efficiency and effectiveness of administrative functions based on research of best practices in the industry.
- Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and / or additional process / policy components.
15% - Documentation and Reporting
- Develop and maintain transportation and TDM documentation procedures, including file management, standard operating procedures and work instructions.
- Prepare and manage reports, manuals, meeting minutes, presentations and other documents, forms, surveys using various softwares such as Docusign and Google Suite.
10% - Operational Administrative Oversight
- Supervise staff in the execution of created improvements to and new solutions for practices and procedures.
- Oversee daily administrative operations for the vanpool, charter and disability van service programs.
- Oversee management of transportation demand management (TDM) program codes, bicycle helmet distribution, transit vouchers, pre-tax commuter benefits and other items.
- Lead the coordination and scheduling of training, customization and troubleshooting of software technologies with vendors.
5% - Recruiting Administration
- Work with recruitment software platforms to provide administrative support throughout the hiring process and employee onboarding and orientation.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and/ or equivalent experience/training.
- Knowledge of and experience in the development of administrative and clerical methods, practices, and procedures in a transit or transportation operations environment or similar complex operations environment.
- Demonstrated experience in or knowledge of operations administration and program development.
- Proven supervisory experience, ideally in a public transportation setting or similar.
- Strong organizational skills with demonstrated careful attention to detail and thoroughness in completing work tasks.
- Demonstrated initiative with proactive problem identification and willingness to take on job challenges.
- Demonstrated ability to analyze information and use of logic to address work or job issues and problems.
- Proven leadership skills in change management.
- Excellent coordination skills with demonstrated ability to prioritize and manage multiple projects simultaneously.
- Proven good judgment and discretion in handling confidential and sensitive issues and information.
- Excellent conflict resolution and logistical problem solving skills.
- Strong interpersonal and communication skills with experience working collaboratively as a team player and maintaining positive working relationships.
- Excellent track record of adhering to policies, processes and procedures and ability to explain them to a diverse groups of people.
- Excellent analytical skills with experience drawing conclusions, making recommendations, and being detail oriented in proofreading, editing and formatting and checking spreadsheet formulas and raw data entries.
- Demonstrated software skills with the ability to produce tables, charts, surveys, forms, reports and other documents in Office suite, Google suite, Tableau, Asana, Docusign or other similar softwares.
- Experience with report preparation methods, practices, and procedures.
- Knowledge of basic data collection and compilation techniques, document formatting techniques, automated and manual records and file management practices.
- Demonstrated skill in the quality control of, and change management derived from, complex data sets.
- Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
PREFERRED QUALIFICATIONS
- Bachelor's degree in Business Administration.
- Knowledge of and experience in the development of administrative and clerical methods, practices, and procedures in a transit operations environment.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.
- Must possess a valid license to drive in the state of California.
- Ability to work long periods of time at a computer with or without accommodation.
- Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
- Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.
- The selected candidate will be required to work all scheduled hours on-site.
- Ability to work occasional evenings and weekends as directed.
- Ability to respond to emergencies after hours as necessary.
- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
