Position Overview
Without immediate supervision, manages and provides compliance oversight and support to the construction and services subcontract department and other related job functions as assigned by management. Typical job responsibilities include:
- Assist in providing overall management and compliance oversight to the Subcontracts department to ensure effective utilization of employees and compliances with all subcontract requirements, quality standards and budgetary guidelines.
- Assist in managing all aspects of subcontracting project life cycle, including scope definition, developing detailed acquisition planning, solicitation activities, determination for subcontract type and price reasonableness through award, consent package reviews, tracking the subcontracts department's overall operational progress status, managing the work-flow through the subcontract closeout and as may be required, communicating subcontract and/or change order cost/status to the Projects.
- Maintain close working relationship with senior management and/or operational management in ensuring subcontracting services are being properly executed and the needs of the overall Program are being met
- Ensure subcontract compliance with Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR), Project Procedures and Prime Contract requirements
- Assist in assigning work in terms of objectives, priorities and deadlines and provide additional assistance with new or unusual ad-hoc assignments as they may arise.
- Acts as a liaison with management throughout the company hierarchy to gather and analyze data on company sourcing strategy and makes recommendations of new trends in sourcing and procedures and/or changes in FAR, DEAR and/or other regulatory requirements.
- Represents the company in meetings with and presentations to DOE and industry representatives
- As required, represents Contracts Management in both internal and external audits actions
- Participates in management self-assessments on the subcontract department as well as other departments within the company
- May be located or relocated to the local project sites in order to act as a local subcontracts' compliance manager
- Assist in responding to Requests for Proposal (RFP's) and Management of Subcontracts personnel in support of change orders and proposals to the client.
- Work to ensure all workplaces are free of harassment, intimidation and other unlawful acts or against company policy activities
- Mentors subcontract personnel in all aspects of effective and compliant subcontracting activities (lifecycle/cradle to grave) to prepare them for advancement within the department.
- Provides technical and administrative guidance (to include ad-hoc instructional courses) to all subcontracts and/or Project personnel as required.
- Instructs employees on work efficient and compliant work methods and performance expectations. Fairly evaluates each employee's job performance and provides regular, structured performance feedback to them accordingly
- Provides leadership, motivation and supervises the activities of a department via subordinate personnel
- Writes, edits, reviews and approves procedures and analysis data relevant to assigned section or group
- Oversight of groups, staff development and planning
- May have budgetary responsibilities
- Performs duties complex in nature

- Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. If supervising others, has responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits
- Actively participates in Safety Work Groups
Working Conditions
Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
Ability to perform primary office duties including heavy computer usage. In some cases, radiological training may be required.
