Description

Idaho National Laboratory is hiring a Materials and Fuels Complex (MFC) Program Management Lead for Strategic GPPs & Investments to work in our Materials and Fuels Complex (MFC) Projects department. Our team works a 4x10 schedule located out of our Materials and Fuels Complex with every Friday off.

INL is recognized as the lead national laboratory for the United States Department of Energy, Office of Nuclear Energy, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment. MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel development and fabrication, and post irradiation analysis. MFC is plays a important role in supporting the National Reactor Innovation Center, which provides resources for testing, demonstration, and performance assessment to accelerate the deployment of new, advanced nuclear technology concepts.

Responsibilities Include:

The MFC Program Management Lead will lead a team of project managers and project management personnel in the execution of multiple MFC General Plant Projects (GPPs) and Investment projects from conceptual stage through planning, engineering, procurement, construction, start-up, and project closeout. Overseeing critical projects in the nuclear nexus, the lead will be responsible implementing nuclear safety culture principles together with project management principles as prescribed in DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets. The lead will be responsible for a broad range of projects, including capital asset projects driven within and to support MFC's nuclear facilities and supporting infrastructure



  • Oversee multiple ongoing, rapidly expanding projects, some of which are managed by subordinate Project Managers.
  • Proactively manage sets of projects into programs and within assigned budgets. Be a appropriate to correct deviations from schedule and budget. Provide recommendations to project management to allow resolution of problems. Use appropriate conflict resolution skills to manage competing partner interests.
  • Direct or support engineering projects related to upgrading facilities, constructing new facilities to include planning, budgeting, procuring, and managing projects.
  • Help develop research, engineering, and operations teams to help partners meet their goals.
  • Work with team members (DOE, DOD, and others) and coordinate among INL operations, research, and business organizations to support programs in area of specialty.
  • Ensure that laboratory requirements for managing projects are met and are consistently applied in the acceptance and integration of work. Integrate managed scope with ongoing and evolving mission needs.
  • Ensure that all customer contact, including major correspondence and work relationships between management and the customer is maintained throughout the duration of the program. Conduct periodic project and customer meetings to review progress and discuss issues. Ensure problems involving coordination, schedule, and the setting of priorities are resolved by the project teams. Obtain customer's acceptance of the work and document all turnover activities. Responsible for the submission of the final project reports and prompt close-out of the projects supporting the program.
  • Identify new opportunities and support growth in a agile security R&D business environment. Match INL unique capabilities with capability gaps and needs of clients. Advise on latest capabilities.
  • Analyze data to understand organizational disparities and implement solutions to address the identified disparity. Combine data analysis with experience to provide reliable and executable solutions.

Qualifications

Minimum Requirements:



  • Bachelor's Degree and 9-14 years relevant experience, MS and 6-8 years relevant experience, PhD and 4-6 years experience.
  • Degree in engineering or other technical field
  • Must have experience managing project scope > than $30 million that required use of innovation and technology deployment
  • Must have experience managing projects implementing DOE Order 413 requirements.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.


Preferred:



  • Project Management Professional (PMP).
  • Knowledge of engineering, procurement, and industry processes including their interfaces and interdependencies.
  • Knowledge of DOE Order 413.3B and DOE-STD-1189.


Job Information:



  • The pay range for this position is Level 4 ($109,260 - $223,908)/ Level 5 ($130,980 -$268,680). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
