Apogee Engineering is seeking a Program Financial Strategist to support a critical role within the Intelligence, Surveillance, Reconnaissance & Special Operations Forces (ISR SOF) CV-22 Program Integration Team (PIT), located at Naval Air Station (NAS) Patuxent River, MD, who can align various elements of the program to achieve its objectives efficiently and effectively.

What you'll be doing:



  • Serve as the Program Financial Strategist for the CV-22 Program Integration Team (PIT)
  • Assist with developing the program's strategic budget, Program Objective Memorandum (POM) submission, requirements development, and Congressional responses
  • Provide expert-level issue resolution, programmatic, and technical support
  • Assist the Joint Program Office to execute an annual Air Force and USSOCOM budget
  • Assist with a broad range of financial management duties and responsibilities including preparing funding documents and executing funding on behalf of the program in CCAR and Navy-Enterprise Resource Planning (N-ERP)
  • Utilize prior year financial data to identify trends in program execution
  • Analyze funding execution status in light of service and OSD obligation and expenditure benchmarks as well as the program's initial plan
  • Assist with program financial reviews and analysis to identify any deltas, and recommend possible solutions to better align program financial metrics with established Service and OSD benchmarks
  • Complete tri-annual reviews and maintain open document listings in FMSUITE, retrieve operating budget ledger reports in the Command Resource Information System (CRIS), research accounting transactions as needed, and utilize DoD financial management systems
  • Monitor unexpected balances, independently research balances, and interact with both government field activities and contractors to determine the appropriate dollar amount for recoupment and proactively deobligate funding
  • Provide reconciliation support by monitoring financial execution information in various systems (CCARs, N-ERP, CRIS, FMSUITE, and DFAS CHOOSE) and taking action to strategize on reconciling deltas to ensure all systems have matching data
  • Apply financial knowledge and experience in acquisition life cycle program management policies and procedures about systems, subsystems, equipment procurement activities, and post-award program management tasks
  • Support with ad hoc tasks as established by the customer


Minimum Experience
Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a Secret clearance
Education: High School Diploma
Years of experience: 20 years of experience with 8 supporting the DoD including:

  • Significant experience developing strategic budgets, Program Objective Memorandum (POM) submissions, requirements development, and Congressional responses
  • A broad range of financial management duties and responsibilities including preparing funding documents and executing funding on behalf of the program in CCAR
  • Extensive experience with program financial management tools and databases, including CCARs, CRIS, FMSUITE, and DFAS CHOOSE

Preferred Experience:
Education and Experience: Master's degree and at least 12 years of relevant experience, including at least 5 years supporting the DoD OR Bachelor's degree and at least 15 years of relevant experience, including at least 5 years supporting the DoD



  • Program Element Monitor experience

  • Navy-Enterprise Resource Planning (N-ERP)

Regular part-time employees scheduled for twenty-four or more hours per work week are eligible for benefits on a pro-rated basis.
  • The base pay for this position ranges from $140,000.00 to $165,000.00. A different range applies to specific work locations. Base pay is based on several factors and may vary depending on job-related knowledge, experience, skills, abilities, training, and education.
