Department: Behavioral Health Services

Full-time, Salary

Salary Range: $73,777.60 - $112,881.60/yr

Job Summary

The Grants Director is responsible for the oversight and management of all grant funding for the Department of Health & Human Service's Behavioral Health Services (BHS). Responsible for overseeing the grant process from identifying funding opportunities to managing awarded funds. Will oversee the submission of proposals, managing budgets, development and implementation of data collection processes, collaborates with stakeholders and donors, and ensures the regulatory compliance of awards.

Job Responsibilities



  • Grant Management - Oversees pre-award grant proposal completion by BHS and contracted staff, coordination of grant applications, and grant compliance. Ensures the execution of the various stages of the grant lifecycle including pre-award review, grant progress monitoring, and award closure.
  • Project Management - Facilitates government grant and funding award proposal team processes which includes overseeing the staff responsible for project management and project director functions for grants.
  • Supervise Grant Leaders and Project Management Staff - Provides ongoing supervision and direction to grant and project management staff. This includes assisting with hiring, performance evaluation, and disciplinary actions if needed. Provides assignment of duties to leaders and staff to ensure the grant department's needs are met.
  • Oversight of Grant Reporting Requirements - Responsible for achieving high quality programming by ensuring effective monitoring and reporting of grants. Participates in audits and provides financial administrative oversight and performance reporting for grants as necessary.
  • Financial Reporting Duties - Responsible for expanding the organization's funding support and strengthens relationships with current federal and state program officers. Works collaboratively with project officers, fiscal services, and senior leadership to ensure adherence to financial award regulations.
  • Federal Guidelines - Translates and implements award regulations into operational policies, procedures, and manuals. Conducts federal sub-recipient monitoring as needed.
  • Collaboration, Coordination and Communication - Conduct DHHS wide meetings to provide technical assistance, coordination, and communication with staff regarding grant management issues, including compliance, development, and evaluation of data, reporting and renewal. Works collaboratively with all of DHHS and Milwaukee County Grants Office.
  • Other duties as assigned.


Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver's License and a reliable insured vehicle are required and must be maintained throughout incumbency
  • Bachelor's degree or higher in a related field required
  • Three (3) years or more of work experience in Grant Management or Project Management required
  • One (1) year or more of work experience in a Supervisory, Management or Director role required
  • Basic knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
  • Strong verbal and written communication skill required
  • Previous work experience with budget management required



Preferred Certification



  • Project Management Professional (PMP) certification preferred
