Job Description:

Oregon State Treasury is looking for an experienced and seasoned Accounting Manager to join our team. This position is responsible for overseeing the accounting team and Treasury's accounting function.

Job Duties Summary

  • Responsible for supervising accounting staff, as well as planning, organizing, directing, staffing, and coordinating daily work activities. This includes hiring, coaching, communication, improvement in employee skills, regular 1:1 meetings, and performance evaluation and feedback. Has the responsibility to hire, fire, discipline, recommend salary adjustments, evaluate performance, and respond to grievances. Seeks to maintain a sufficient internal control structure for activities overseen.

  • Coordinates and administers the inter-relationship of the agency's accounting and financial systems, processes, and methodologies. Develops and maintains accounting procedure and workflow documentation. Ensures the integrity, accuracy, and control of Treasury's accounting data.

  • Identifies weaknesses and inefficiencies in agency accounting processes. Reviews the accounting systems and structures to ensure alignment with the needs and uses including, but not limited to, the budgeting function, management accounting, and division/program-specific processes. Accounting systems include general ledger systems, subsidiary systems, accounting analysis systems, transmission, and storage systems, SFMS, Macros and Datamart.

  • Coordinates with accounting managers at DAS, OWEB, and DSL to ensure that Treasury accounting processes meet the needs of accounting teams at other agencies that rely on Treasury accounting entries and reports.

  • Oversees preparation of annual financial reports, year-end financial records closing process, 1099-MISC, internal management reports, A-87 annual reporting, and other accounting reports. Works with internal and external data processing professionals or designs and modifies automated accounting and reporting systems.

  • Reviews and approves biennial agency accounting structure as well as the Annual Comprehensive Financial Report (ACFR), note disclosures and Schedule of Expenditures of Federal Awards (SEFA) reports submitted for inclusion in the State of Oregon ACFR and Statewide Single Audit. Monitors cash flow needs of the Agency's biennial budget.

  • Manages Treasury's accounts receivable and accounts payable systems, policies, procedures, and reporting. Oversees daily accounting activity including the maintenance of accounting controls and the preparation of prescribed reports. Overall responsibility for accounting system operation including account structure, internal controls, and financial reporting. Coordinates activities with other agencies to ensure compliance with established policies, objectives, priorities, and applicable laws, rules, and regulations.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Salem office .

The person in this role will work from the Salem office on a monthly basis. In office time will be based on meeting with staff and specific workload needs. During our reporting season (October - November) and year end close process (June 30 fiscal year end) it may necessitate increased in office presence. Additionally, the team may have additional project work and/or meetingsthat require in-office attendance subject to business needs.

Salary Range

$82,812 - $134,460 annually.

There is a 6.55% cost of living adjustment that will be applied to the salary listed above. This is scheduled to happen in either January or February 2025.

Job Classification

This position is classified as a Budget and Fiscal Manager 2 . This position is management service position .

Required Minimum Qualifications

  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

  • Experience interpreting and. applying Financial Accounting Standards Board and Governmental Accounting Standards Board rules, standards, and procedures.
