Land Resources - Operations Supervisor

Full-time

Salary Range: $68,619 - $85,883 per year

Job Summary: The principle function of this job is that of Land Resource Management whose major objectives are to manage and oversee every aspect of forestry projects/maintenance, tree planting projects, asphalt projects/repairs, catch basin/storm lateral projects/maintenance, natural areas, and trails work throughout the entire parks department.

Job Responsibilities



  • Crew Management - prioritize projects for 5 crews made up of 6 -7 employees and a crew coordinator. Ensure that employees have all necessary equipment, safety devices, and the "know-how" to ensure objectives/jobs are completed in a timely manner.
  • Budget Management & Division Purchasing - Place bulk orders of materials, tools, and equipment for forestry work, asphalt repairs, landscaping materials, pesticide chemicals, safety equipment, and catch basin/storm lateral repairs. Prioritize projects, taking into consideration: dollars available, number of projects on hold, level of urgency, etc....
  • Resource/Equipment Allocation and Management - Assign, allocate and ensure the proper use of equipment and other resources including bucket lifts, front end loaders, mowers, tractors, trucks, trailers, tree spades, stump grinders, etc...
  • Education and Outreach, Organize/Collaborate with public entities for events like: Arbor Day - Earth Day and many other friends group & neighborhood special events that require tree plantings, landscaping, and/or invasive species removals.
  • Land Resource Data Collection and Support - Manage and Develop resource management plans and maintain tree removal/planting schedules. Review regional pest/disease reports, gather progress reports from crew leaders and enter data into the tree plotter program.
  • Tree & Asphalt Safety/Risk Management - Assess and address every aspect of Safety & Risk when it comes to trees and/or deteriorating asphalt that could pose harm to private and/or public property, pedestrians (near trails), and park users in general (near picnic areas, athletic fields, and such)
  • Forestry Skills Training and Development - Train staff in every aspect of tree climbing, removal, and planting. Encourage and provide opportunities for continuing education and certifications to maintain a high level of expertise and safe practices in the field.
  • Hard Surface infrastructure Maintenance and Management - Assess and address system wide catch basin, and storm water laterals maintenance and repairs. Obtain quotes for major projects that staff is unable to compete in house due to lack of resources.
  • Contract Management - Manage Time and Materials contracts for asphalt work, catch basins, storm water laterals, tree work, etc. to ensure that Milwaukee County is being provided with the best product possible and that our natural resources, employees, and the public are safe in the process.



Required Education and Experience:



  • Current residency within the State of Wisconsin required.
  • A valid state of Wisconsin driver's license at time of hire and maintained throughout the employment.
  • Associate degree in Forestry, Landscape Construction, Horticulture or related
  • At least five (5) years of experience in Park, Landscape Maintenance, Forestry
  • At least three (3) year of experience in a supervisory role in Park, Landscape Maintenance, Forestry
  • Intermediate Knowledge of all related computer and software applications, such as word processing, spreadsheets, GIS applications, and communication platforms.
  • The ability to lift/carry up to 25lbs; push/pull up to 25lbs. on an occasional basis.


License/Certification:



  • First Aid Certification required at the time of application.
  • WDATCP Category 3.0 pesticide certification required at the time of application.
  • Class A Commerical Driver's License (CDL) required at the time of application.
  • ISA certification preferred


Knowledge, Skills, and Abilities:



  • Read, write, and comprehend simple instructions, reports, short correspondence, and memos.


  • Read and interpret safety rules, operating/maintenance instructions, and procedure manuals.
  • Write routine reports, correspondence, and speak effectively before both internal and external groups.
  • Read, analyze, and interpret business manuals, technical procedures and/or government regulations.
  • The ability to rationally deal with personnel character conflicts in a controlled, professional manner.
