Summary:

Technical Instructor shall support the US Army Transportation School (USATSCH) Army Driver Standardization Office (ADSO) by providing qualified MDTQC instructor, training development and training support services IAW the PWS and applicable doctrine to successfully support the Master Driver Trainer Qualification Course (MDTQC).


Responsibilities

Essential Job Functions:

  • Provide academic instruction to conduct classroom and practical exercises in accordance with course material, POI, technical manuals, and student workbooks that are provided by the Government.
  • The instructor shall state the action, conditions, and standard and be able to teach all lessons within the POI for the class that the Instructors are certified to instruct.
  • Instructor shall provide services that conform to the principles and concepts contained in the Government approved POI and shall be conducted to standard for all stated tasks to include administration of performance based written tests and performance hands-on tests.
  • Conduct student critiques in accordance with USATSCH Standard Operating Procedures. Will assist in developing training material such as, but not limited to, Lesson Plans, PowerPoint Presentations, Outlines of Presentations, Student Handouts and Test Material.
  • Assist in updating technical content of lesson material as required. Participate as a subject matter expert (SME) in developing revisions of the POIs, Lesson Plans and Training Support Packages (TSPs) to remedy any deficiencies or shortcomings that they have identified during the preparation for and conduct of instruction.
  • Perform Assistant Instructor responsibilities IAW the POI as designated on the training schedule. Work alongside Government personnel to provide remediation training, maintain classrooms by reconfiguring/setting up classroom furnishings, sort and maintain training aides and equipment, stock training materials and equipment, and/or assist with outdoor training site maintenance. Instruct students regarding the details of Transportation based Technical Manuals and Training Circulars applicable to the MDTQC POI.
  • All services shall be conducted IAW USATSCH SOP Prepare classrooms, training areas, and training materials IAW the training schedule and the POI to ensure that the class is started on time.
  • This includes, but is not limited to, reviewing lesson plans, subject matter material, preparing training aids, inputting student data into Blackboard and ensuring Personal Protective Equipment (PPE) is utilized. Support the MDTQC in residence and distance learning via Blackboard, MS Teams and Mobile Training Teams (MTTs) as required IAW the Course Schedule located at TE 1.
  • The Contractor shall prepare for MTTs in coordination with the government. Prepare reports, including, but not limited to, class files, student files and grade reports. Responsible for ensuring that the classroom travel kits (including, but not limited to, Instructor Binders, Visitor Table equipment and supplies, etc.) are transported, to and from the MTT and for ensuring that the MTT is conducted IAW the Course Schedule.
  • Develop, review, and revise all material in accordance with TRADOC Regulation 350-70. The Instructor shall review, design, revise, develop and maintain Course Administrative Data documents (CADs), Programs of Instruction (POIs), Lesson Plans (LPs), Individual Student Assessment Plans (ISAPs) and Course Management Plan (CMP) for Master Driver Trainer course, for 27 Lessons and 21 critical tasks annually.
  • Develop and input all material in the Training Development Capability (TDC) database using established TDC CRM format. Fill and complete all data fields for each ITAR in accordance with TDC format. Develop and enter all reference lists and performance steps for each ITAR in accordance with TRADOC Regulation 350-70 and in TDC format.
  • Edit and correct all training products for content, spelling, punctuation, and grammar prior to submission in TDC. Provide Installation, BDE, and BN level operation support for the Academic Records Student Affairs Division. TC currently has 31 iterations of the Master Driver Trainer Qualification Course (MDTQC) (8C-F45/553-ASIM9 (MC)), attended by Army and DA Civilian personnel.
  • Enroll students in the courses and create personnel files in the ATRRS and DTMS for Army and Civilian students.
  • Process and update ATRRS and DTMS personnel files with student changes (such as correction of the name, social security number (SSN), rank etc.).
  • Audit student grade books for accuracy and completion and shall independently coordinate and resolve discrepancies noted with the appropriate training department or command prior to graduating the class in ATRRS and DTMS.
  • Ensure all academic transcripts are prepared correctly prior to each student and class graduating.
  • Create and retrieve hardcopy grade sheets, class rosters, graduate rosters, deleted rosters, and set-back rosters for all resident and staff/faculty courses and shall retrieve data from ATRRS and DTMS historical files upon request.
  • Provide assistance and guidance to ATRRS and DTMS users dealing with equipment problems, distribution of examinations, issuance of passwords, etc.
  • The Contractor shall ensure that all academic requirements are met prior to graduating any students from a course IAW TRADOC Regulations 350-6 and 350-10

Qualifications

Necessary Skills and Knowledge:

  • Must have the ability to and shall complete the Additional Skill Identifier (ASI) M9 Master Driver Training Qualification Course at the first available scheduled course, with no more than two (2) attempts to pass the Course.

  • Knowledge of TC 21-305- 20; TC 21-306; DA-PAM 750-8; AR 600-55; AR 1-201; AR 385-10; and ATP 3-90.90 which will include but is not limited to, selecting, training, testing, and licensing operators of Army Government-Leased vehicles and equipment.

  • Able to instruct the hands-on Vehicle Control Test portion of the POI which includes but is not limited to: over the road test evaluation; setting up vehicle maneuver lanes; negotiating a left turn and right turn, straight line backing, serpentine road course, and alley docking.

  • Knowledge of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process and have the ability to apply it to training development.

  • Previous MOS experience as an 88M, 88H, 89B, 91B 92F, or 14T is preferred. Completed the Common Faculty Development Program - Developer Course, within the last five (5) IAW TRADOC Regulation 350-70 or have the ability to complete it and shall complete it at the first available Government scheduled course. Completed the Training Development Capability Course, IAW TRADOC Regulation 350-70 and TRADOC PAM 350- 70-14 or have the ability to complete it and shall complete it at the first available Government scheduled course.

  • Completed the Test Construction Course, within the last IAW TRADOC Regulation 350-70 and TRADOC PAM 350-70-14 or have the ability to complete it and shall complete it at the first available Government scheduled course.

  • Completed the On-Line Blackboard Training Course, within the last IAW TRADOC Regulation 350-70 and TRADOC PAM 350-70-14 or have the ability to complete it and shall complete it at the first available Government scheduled course. Shall be able to provide Installation, Brigade (BDE), and Battalion (BN) level operation support for the Academic Records Student Affairs Division in supporting the potential of at least 31 iterations of the Master Driver Trainer Course (8C-F45/553-ASIM9 (MC), attended by Army and DA Civilian personnel.

Minimum Qualifications:

  • Minimum three (3) or more years experience within, but not limited to, Digital Training Management System (DTMS) and Army Training Requirements and Resources System (ATRRS) Minimum five (5) years' experience within, but not limited to, Safety and Risk Management; Master Driver Trainer (MDT) responsibilities; battalion driver training program; Vehicle Characteristics and Capabilities as well as Mission and Operation; Publications/forms resourcing; complete coverage of driver training regulations; Planning, Organizing and Developing a Driver's Training program to include physical layout; Training Aids, Devices, Simulators, and Simulations (TADSS) coordination, scheduling and resourcing; or Automated systems in driver training management.
  • Minimum of one (1) year experience in teaching, developing or reviewing course materials, training aids, and manuals for the MDTQC is preferred.
  • Completed the Common Faculty Development Program - Instructor Course (CFDP-IC) within the last five (5) years IAW TR 350-6 and TR 350-70 or have the ability to complete it and shall complete it at the first available Government scheduled course.

Preferred Qualifications:

  • Two (2) years' experience in Drivers Training for Army wheeled vehicles is preferred.
  • Held a position as an instructor in a military service school environment for at least one (1) year is preferred.
