Position Summary

As a Program Manager, you will be assigned to support the US Space Force's Space Systems Command (SSC), Operational Command and Control Acquisition Delta, known as Kobayashi Maru. Kobayashi Maru is responsible for continuously delivering impactful software for space operations. The program office's mission includes the development and deployment of software for space defense, space domain awareness, and enabling data services.

Responsibilities

Duties include, but are not limited to:

    Provide program management expertise to the Platform Team. This will include leading the planning, execution, and delivery of projects related to KM platforms and Space C2 enablement.
  • Develop project plans, set milestones, and manage resources effectively to ensure project success. Monitoring project progress and performance, addressing issues and implementing corrective actions as necessary.
  • Implement solutions given an architect's vision, while enabling all other components to provide a holistic capability in support of the Government Program Office priorities, additional Operational C2 lines of effort (LOEs), developers, products, and end-users.
  • Provide expert advice to the Government Program Manager and Senior Space Force Leadership regarding acquisition strategies, contracting, budgeting, and execution.
  • Drive innovative solutions to deliver results to the warfighters that leverage the latest in DevSecOps resources and scalable cloud and bare metal microservices to support advanced communications, tactical cloud, and secure processing.
  • Assist the government with transition from prototype software systems to scalable enterprise microservice enabled applications ready for operational units.
  • Sustain the development and refinement of acquisition strategies, as well as identify program execution issues and provide recommendations when possible.
  • Generate presentation materials, status briefings, and strategic communication products to assist the government customer in achieving favorable program outcomes.
  • Perform analyses of program business cases and risk assessments. Offer actionable recommendations to the program manager.
  • Communicate technical strategy regarding infrastructure, platform, data, and application development to contractors, external stakeholders, program managers, and senior government leadership.
  • Manage and organize resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as explore new approaches as applicable within the performance of these tasks.
  • React quickly in a rapidly changing environment, motivate, and manage team and employee staff.
  • Execution of staffing requirements to successfully execute programs; Duties include the development of job requisitions, interviewing candidates, and hiring qualified personnel.
  • The PM must plan and execute all projects and client engagements to achieve the client's objectives, milestones, and benchmarks.
  • Coordinate regularly with the client to ensure that the resources available and the execution plan are sufficient to achieve the client's goals and objectives.
  • Day-to-day duties with customers to ensure that performance is meeting their expectations and needs, as well as staying abreast of possible future needs and requirements.
  • Plan and budget for all required resources to successfully execute contracts. This includes direct and indirect labor, operating expenses, and travel.
  • Maintain high standards of customer satisfaction.
  • Maximize employee retention.

Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Active Secret clearance with ability to obtain TS

Education: Bachelor's degree in

Years of Experience: 15 years of professional experience with implementing large scale, highly-available, complex platform solutions.

Certifications:

Skills:

  • Experience in program management, knowledge management, and space command and control systems.
  • Experience with space operations, defense, or aerospace industries.
  • Knowledge of industry-standard data platforms.
  • Familiarity with Site Reliability practices for observability and uptime management.
  • Experience in supporting and/or managing technical programs throughout the software engineering life cycle.
  • Experience designing, developing, operationalizing, implementing, and maintaining complex cloud applications at enterprise scale.
  • Experience working effectively with a broad range of people with various technical skills and experience.

Preferred Qualifications

Clearance: Active Top Secret (TS) clearance

Education: Master's Degree and 13 years of relevant experience; PhD and 10 years of relevant experience

Certifications: PMP or similar certification, Cloud Solutions Architect Expert OR Cloud Azure DevOps Engineer Expert

Additional Experience:

  • Familiarity with Kubernetes, Online Services, and Active Directory.
  • Experience of setting up and leading Agile development.
  • Experience with Confluence, JIRA and or smart sheets.
  • Application Programming Interface (API) development/management.
  • Certifications in any of the following Cloud Service Providers (CSPs): MAW, Azure, GCP, IBM Cloud, Oracle Cloud, Salesforce, or Adobe Cloud.
  • Experience providing rapid-paced development, deployment, and obsolescence management of infrastructure capabilities for U.S. Government contracts.
