DESCRIPTION

The Senior Director, Finance for UC San Diego Health (UCSDH) will manage and lead the Budgeting and Financial Forecasting Team under the direction of the Chief Administrative Officer of Hospital Operations. The position will provide expertise, leadership, and oversee a group of Financial Managers with the scope of responsibility including, but not limited to, the development of the annual Medical Center Operating Budget, identification of OEC financial improvements, develop tactics to achieve improvements and tracking, financial performance management, financial analytics, patient level activity costing, and the system administrator for the Strata Budgeting & Decision Support System. The position develops and oversees policies, control strategies, reviews performance, and makes recommendations to resolve issues within the scope of responsibility. The position is also responsible for establishing operational objectives and work plans, delegates' assignments to subordinate managers, as well as oversight of the day to day operational activities of the Financial Managers.

Key Responsibilities:

* Produce the annual Medical Center Operating Budget and maintain the integrity of the organization's financial reporting and tracking systems through supervision and oversight of processes and protocols; functions as chief budget liaison for resource allocations.

* Identify OEC financial improvements, budgeting approach, tracking, and tactics required to achieve established financial targets and goals for UCSDH. Oversees the analysis and policy development for organization-wide funding issues and budget processes, resource allocations, and funding models.

* In support of financial performance management, leads, develops, sets guidelines, and executes change management activities relative to bi-weekly and monthly analytics as well as OEC initiatives. Regularly interacts with senior management and C Suite executive levels on financial matters concerning workstreams, financial units, and customers.

* Oversees costing for patient level activity (PLA) that maintains the integrity of PLA and Service Line Reporting for the Decision Support Team.

* Responsible for the management, data integrity, and system administration of the Strata Budgeting & Decision Support System.

* Develops, modifies, and executes appropriate internal controls to protect University resources.

* Other duties as assigned.

MINIMUM QUALIFICATIONS:
  • Bachelor's degree in business, finance, healthcare administration or related area and eight or more years of relevant experience in healthcare finance, or equivalent combination of experience, education and training.

  • Broad understanding of health care financial and reporting environment. Significant industry knowledge of the economics of hospital and medical services. Knowledge of generally accepted accounting principles and internal control concepts.

  • Progressive leadership, including director-level experience in an Academic Medical Center.

  • Expert ability to effectively communicate complex information to executive leadership, both verbally and in writing, in a clear and concise manner.

  • Excellent customer service, project management and strategic planning skills.

  • Strong communication skills. Ability to build rapport and present information effectively to various audiences.

PREFERRED QUALIFICATIONS:
  • Twelve or more years of relevant experience within a complex academic health system.

  • Leadership experience and proven success in a director-level role, including hiring, training and mentoring a minimum of eight staff members.

  • Progressive experience in an Academic Medical Center budgeting department with an expense base greater than two billion dollars.

  • Knowledge and experience managing the system administration activities for a Budgeting and Decision Support system in a large Academic Medical Center.

  • Experience with developing financial and staffing models and leading initiatives to support opening new large scale licensed health care facilities.

  • Demonstrated ability to develop and lead new programs.

  • Knowledge of UCOP and UCSD Campus finance policies, practices, and systems.

  • Current UC San Diego Health System employee.

Pay Transparency Act

Annual Full Pay Range: $128,800 - $252,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $61.69 - $120.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
