Job Summary

The Project Manager - II is the single point of accountability for the end-to-end execution of assigned Capital projects in the range of $5M to $10M and may execute projects up to $15M.

Working with leadership, technology, maintenance, operations, engineering, safety and quality, the Project Manager is accountable to the site(s) for capital projects implementation, status reporting and optimal utilization of site(s) team/external engineering in compliance with sites and corporate work processes.

This position implies the Project Manager - II has built enough expertise and experience to lead projects for different businesses and with increasing complexity.

Responsibilities/Description:

  • Coordinates with Project Sponsor and Divisional Engineering Director to develop Business Objectives Letter.
  • Leads and provides input into developing the project objectives.
  • Coordinates with the Site Engineering Manager / Regional Engineering Manager to develop project execution strategy and priorities to support achievement of business objectives.
  • Coordinates with Finance to develop project economic model to support project justification and prioritization.
  • Assesses project team functional capability, identifies expertise gaps within the project team and solicits the steering team for necessary staffing support. Provides leadership for an effective and cohesive team by ensuring roles and responsibilities are clearly understood, team member workloads are reasonable, cross-function communications are adequate for both internal and external members.
  • Drives efficiently External Engineering partners.
  • Regularly engages the project steering team to ensure alignment with business and functional direction, seek help with issue resolution and provide status updates throughout the project's execution.
  • Defines and analyzes Key Performance Indicators to ensure overall performance expectations for the project are met and communicates results to the steering team and appropriate functional leaders.
  • Provides guidance to Process Engineers / Manufacturing Technology for developing strong Basic Data. Challenges quality of Basic Data to improve robustness of inputs before Detailed Design.
  • Facilitates Value Improving Practices and uses experience to ensure Minimum Essential solutions are implemented.
  • Provides guidance and priorities to Designers for all Engineering disciplines.
  • Autonomously identifies project deliverables and engages necessary Experts to resolve Design challenges.
  • Ensures all the required EHS (Environmental, Health & Safety) reviews are held, and Process Safety Management (PSM) requirements are incorporated into the facility design and installation.
  • Provides Guidance related to Inherently Safer Process to the Design team.
  • Engages Process Hazard Analysis experts when needed.
  • Assess quality and relevance of Process Hazard Analysis.
  • Ensures the Front-End Loading (FEL) process is followed consistent with the business needs, all required FEL deliverables are accomplished in a quality manner.
  • Leads the team in identifying non-cap alternatives or lower capital options, evaluating scope options, conducting risks analyses, and developing mitigation plans.
  • Leads project gatekeeping reviews.
  • Engages early and independently with Sourcing organization during FEL to align on Contracting and Procurement strategies
  • Drives the use of preferred vendors / suppliers and alliances partners.
  • Ensures site personnel are staffed and prepared for commissioning, pre-start-up reviews, and start-up of the new facilities, including training, procedure updates, maintenance records updates, qualification plans etc.
  • Ensures schedules are aligned with supply chain and operations/maintenance needs, such as Turn-Arounds (TARs), to determine when outages are available if necessary.
  • Responsible for the safe execution of all field construction activities leveraging, when needed, Construction Management through Engineering contractors.
  • Prepares preliminary construction safety plan.
  • Applies Life Saving Principles and applicable EHS standards.
  • Actively pursues continuous improvement in EHS and pursues the interdependent state of project team.
  • Leads Job Safety Analysis/Safe Work Permit development and "toolbox" meetings prior to contractor work.
  • Performs meaningful safety audits and tracks safety observations.
  • Runs constructability reviews and integrates findings in Scopes of Work.
  • Works with procurement to set up and execute bid meetings.
  • Can develop and maintain a construction schedule.
  • Manages contractor adherence to scopes of work.
  • Develops detailed cost estimate following Estimating Guidelines requirements.
  • Structures the estimate using the appropriate scope breakdowns e.g., Design Areas, WBS (Work Breakdown Structure), construction packages.
  • Develops and maintains integrated project schedule
  • Runs critical path analysis to adjust project team efforts and keep project on track
  • Prepares funding requests and establishes baseline forecasts for monthly capital and non-cap expenditures
  • Provides monthly Cost Control and update Forecast according to real progress vs plans
  • Champions the "no change" concept within project team and ensures only changes consistent with the business and project objectives are approved.

Requirements:

  • Bachelor or master's degree in Process or equivalent technical experience in Engineering fields: Process / Chemical Engineering, Mechanical, Electrical, Bio-Tech, Food Technology Engineering
  • Strong understanding of the Stage Gated Model of Capital Execution process (CEP)
  • Demonstrated ability to manage multiple projects with overlapping schedules and resource demands
  • Demonstrated decision-making skills leading diverse, multifunctional teams and collaborating with a large span of internal and external stakeholders across diverse cultures
  • Demonstrated ability to communicate and influence effectively within the business, with all site/operations contacts
  • Minimum 10 years of experience in capital project management and implementing projects in active operating/production areas.
  • Proven record of accomplishments managing Projects of more than $5M
  • Excellent oral and written communication skills in English

Training / Certifications:

* Construction Safety Rules & Regulations (OSHA 510 or equivalent)
* Project Manager Professional (PMP) Certification is a plus
