Financial Independence & Audit Remediation Specialist

The Financial Independence and Audit Remediation (FIAR) Specialist will support our active United States Air Force (USAF) client in managing their FIAR activities related to Defense Environmental Restoration Program (DERP)/Installation Restoration Program (IRP) accounts. You will play a key role in ensuring financial compliance, addressing audit findings related to environmental restoration projects, and providing support for FIAR activities.

Compensation & Benefits:

Estimated Starting Salary Range for Financial Independence & Audit Remediation Specialist: $80,000 to $98,000

Pay commensurate with experience.

Financial Independence & Audit Remediation Specialist Responsibilities Include:



  • Identify and resolve audit discrepancies and implement corrective actions.
  • Prepare comprehensive reports and presentations for stakeholders.
  • Collaborate with cross-functional teams to ensure compliance with environmental regulations and financial standards.
  • Stay up-to-date on relevant accounting principles and environmental regulations.
  • Assist in tracking, monitoring, and reporting of all notice of findings and recommendations (NFRs) received from the independent public accountant (IPA) to ensure closure of the NFRs and corrective actions plans (CAPs).
  • Assist in the development of Root Cause Analysis (RCA) for all self-identified deficiencies (SID) and IPA-issued NFRs with USAF approval.
  • Assist in the development, recommendation, and implementation of CAPs to remediate issues for all SID and IPA-issued NFRs with USAF approval.
  • Assist AFCEC CZR in performing full cycle annually of A-123 with approval by the USAF. This shall include, but not be limited to:

    • Scoping and planning activities that include a documented risk-based assessment of Business Process Cycles and Programs. This will include assisting USAF to develop and modify the process cycle memo including three quarterly updates and a final annual update to the process cycles memorandums (PCM).

      • Assist in the development of the planning and scoping document for A-123 cycle execution and overall project schedule for the next fiscal year.
      • Assist in the development of updated business PCM; Updated risk assessments, internal controls to include required complementary user entity controls (CUECs), entity level controls, and fraud risk for each business cycle and assessable unit and a comprehensive master controls catalog; Walk through results, updated testing plans and resulting test of design (TOD) and test of operating effectiveness (TOE) results.

        • Assist in PCM updates include one update per quarter, for a total of three quarterly updates, and one final annual update.
        • Assist in generation of TOD and TOE results delivered each annually in keeping with the current schedule per SAF/FMFA.


    • Assist with documentation and annual testing to include updating multiple Key internal control processes, performing TOD, and TOE.
    • Assist in performance of annual gap assessment on control effectiveness and process improvement for the AFCEC/CZR for multiple Key Controls.
    • Assist with developing and updating existing internal control documentation based on quarterly business process cycles to include narratives, flowcharts, risk, and control matrices.

  • Assist with compiling the annual AFCEC CZR Statement of Assurance. Coordinate with AFCEC CZRA for its Statement of Assurance.
  • Performs other job-related duties as assigned



Financial Independence & Audit Remediation Specialist Experience, Education, Skills, Abilities requested:



  • Bachelor's degree in Accounting, Finance, Environmental Science, or a related field.
  • 3+ years of experience in audit, financial analysis, or environmental restoration.
  • Strong understanding of FIAR, FAM, FAR, DERP, and IRP.
  • Excellent analytical, problem-solving, and communication skills.
  • Proficiency in Microsoft Office Suite, especially Excel.
  • CPA or other relevant certifications.
  • Experience working with the Department of Defense or other government agencies. Preference given to candidates with direct experience with SAF/FMFA and AFCEC/CZR.
  • Knowledge of environmental remediation technologies and practices.
  • Must be able to obtain and maintain an acceptable Background Check to maintain the ability to obtain a Common Access Card (CAC).
  • Must pass pre-employment qualifications of Cherokee Federal
