POSITION SUMMARY:

Provides administrative and clinical oversight and support to BMC's Ambulatory Obstetrics and Gynecology divisions including the Gynecologic Procedure Unit (GPU), Antenatal Testing Unit (ATU) and Gynecologic Specialty Clinics. Supervises all nursing staff associated with the practices in collaboration with the Operations Director to monitor nursing related-finances of the practices and ensure the practices are managed in a cost-effective manner. Works in collaboration with the Medical Director(s) of the Practices, the Medical Staff, Administrative/Operational Leadership and the Associate Chief Nursing Officer of Ambulatory Care.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Quality of Care

  • Develops and implements strategies for ensuring compliance with patient care standards, laws, regulations, collective bargaining agreements, and the standards and requirements of the various professional organizations and regulatory agencies.

  • Participates in continuous multidisciplinary quality improvement initiatives in collaboration with members of a multidisciplinary team.

  • Gathers, interprets, and disseminates information on hospital-wide policies, new programs and other pertinent information to managers and staff.

  • Collaborates with other agencies and groups within the community to enhance patient care services.

  • Provides leadership to hospital-wide and nursing organization committees by either committee participation or direct leadership responsibility.

  • Assumes a leadership role in a changing healthcare environment and participates in the change process at various levels in the organization.

  • Works with inpatient obstetrics (triage, labor and delivery, mother-baby unit) to ensure safe, efficient transfers of care and information.


Customer Service


  • Ensures that practices provide service/care that meets or exceeds patient care standards.

  • Seeks patient feedback on service delivery for both providers and staff, taking immediate steps to respond to any complaints or indications of insufficient levels of service in collaboration with the appropriate management structure

  • Ensures that all staff recognizes that customers are both internal (employees, physicians, other departments) and external (patients, families, insurers) and demonstrates skills appropriate to good service (reliability, empathy, courtesy, etc.). Ensures that staff responds promptly and appropriately to customer needs. Ensure that staff effectively communicates with customers to address needs and problems. Fosters use of AIDET principles embraced by Boston Medical Center.

  • Ensures that staff maintains confidentiality for all patient interactions.


Personnel Management


  • Hires, disciplines, and terminates nursing staff, within the prescribed policies of the hospital. Interprets and enforces hospital and practice policies for all employees; ensures conformance to Boston Medical Center labor agreements and grievance process. Represents the department at labor/management hearings; assists in preparation of materials for hearings and arbitration cases, as needed. Works collaboratively with Medical Director, departmental leadership, and/or physicians to ensure consistency and commitment to practices' goals and policies.

  • Supports standards for an excellent customer service environment in which all patients and staff are treated with dignity and respect. Trains and evaluates staff in customer service techniques.

  • Support clinical daily huddle activity including attending when feasible

  • Assesses the adequacy of staffing levels for clinical nursing staff and makes recommendations to management regarding additional staffing needs or role changes. Assigns and monitors staff workload to ensure maximum productivity; creates an atmosphere and conditions that motivate employees to work at optimal efficiency.

  • Monitors employee needs for training. Develops annual training and development plans and makes appropriate arrangements for training in conjunction with each employee. Communicates practices' goals to employees and fosters a work environment that motivates employees to achieve these goals.

  • Completes employee performance reviews within a timely manner, and in accordance with BMC policy. Provides ongoing assessment and feedback to all employees; develops performance improvement plans where appropriate.

  • Evaluates and approves schedule changes and requests for time off, ensuring that the staffing needs of the departments are met. Works to resolve any wage, benefit or human resources related problems. Oversees payroll, and maintains system to document employee absenteeism.

  • Works in collaboration with Operations team to provide clinical guidance and oversite of Medical Assistants to ensure appropriate function within scope of practice and licensure.

  • Ensures nursing resources adequately delegated to support providers in daily patient care needs.


Management of Fiscal Resources


  • Supports the Operations Director to prepare, monitor, and administer annual budgets for associated cost center (s) considering trends, projections, and department/hospital objectives and goals.

  • Develop, implement and evaluate corrective action plans for variances when appropriate.

  • Identify and prioritize capital budget needs for area(s) of responsibility.

  • Authorize labor and other expenditures to meet patient care needs for assigned clinical area. Compile and maintain practice statistics.

  • Demonstrate cost awareness by comparing and analyzing Center expenditures monthly and effectively utilizing space and supplies within budgetary constraints.


Strategic Management Role


  • Utilize BMC goals, values and behavioral attributes as the basis for decision-making and to facilitate the hospital's goals and mission.

  • Serve on hospital, BACO, or system committees as necessary and as requested by Directors. Take leadership role in representing Clinic at these committee meetings (ex: Ambulatory Nurse Informatics Council, Committee on Substance Use Disorder, Pain Committee, etc...)

  • Prepare all annual and periodic reports as required.

  • Participate in Strategic Planning at the institution, department and unit levels.

  • Maintain communication with nursing executives regarding the clinical assigned area for the purpose of Nursing-related institution-wide strategic planning activities.

  • Collaborate with Directors and staff that supports the multidisciplinary, cross-departmental, and institutional strategic plans.

  • Change established workflow standards and policies when necessary to meet changing practice needs.


Management of Regulatory Standards


  • Remain current regarding standards of care established by the department, the profession, and regulatory agencies.

  • Participate in the development, interpretation, and implementation of ambulatory practice and patient care policies, standards, and guidelines.

  • Establish and maintain the unit in a state of "constant readiness" for DPH and/or Joint Commission review.


Management of Professional and Clinical Standards


  • Evaluate the adherence to and effectiveness of unit-based, departmental and interdisciplinary clinical standards and programs through the establishment of quality improvement activities.

  • Facilitate and support clinical trials research as requested. Incorporates and promotes relevant research findings into clinical practice and care delivery structures as needed or directed.

  • Serve as a consultant on clinical matters related to areas of expertise and participate in direct care as requested, qualified and credentialed.

  • Demonstrate the knowledge and skills necessary to provide care appropriate to the age groups of patients regularly served. Consult/utilize appropriate resources when patients outside regularly served age groups are present.

  • Maintain proper infection control procedures utilizing established hospital infection control and safety procedures.


Management of Collaborative Nursing Practice


  • Serve as a educator/leader/role model in fostering a collaborative environment for assigned clinical area.

  • Maintain working relationship and clinical service environment that are responsive to the needs of internal and external customers (e.g. patients, visitors, referring providers and organizations, vendors, third party payors, schools of nursing, etc.).

  • Ensure that care regimens are interdisciplinary as indicated and are based on meeting individualized patient care needs and goals.

  • Actively support staff and own participation in leadership of appropriate patient care forums inclusive of patient care conferences/team meetings, collaborative quality improvement teams, rounds, etc.

  • Establish collaborative associations and mechanisms for open dialogue with hospital leadership team, Ambulatory Services management and staff, Medical Staff, and other hospital departments. Promote relationships based on mutual respect and support.


Other Duties


  • Identifies areas for own professional growth and assures responsibility for participating in experiences necessary to meet development needs.

  • Serves in Leadership role of Professional Organizations and presents at conferences.

  • Adhere to all of BMC's RESPECT behavioral standards and the Code of Conduct.

  • Perform other duties as needed.

JOB REQUIREMENTS

EDUCATION:

BSN required, Masters Degree in relevant field preferred.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

Licensed to practice professional nursing as a Registered Nurse in the Commonwealth of Massachusetts required.

Basic Cardiac Life Support certification required.

EXPERIENCE:

Minimum 5 years nursing experience. Must have 1+ year(s) clinical experience including recent experience in the assigned specialty.

Previous management experience required.

KNOWLEDGE AND SKILLS:


  • Broad-based health care operational experience; Demonstrated knowledge of various health systems and cost reduction strategies.

  • Effective verbal and written communication skills appropriate to the patient populations served.

  • Self-directed, self-starter and able to implement new programs.

  • Demonstrated ability as an effective leader.

  • Demonstrated ability to apply principles of adult learning to provide education to staff, physician, and auxiliary staff.

  • Analytical ability to solve clinical nursing issues and conduct quality improvement and research projects.

  • Organizational skills to set priorities and efficiently to complete assigned workload.

  • Physical ability to meet core job responsibilities in accordance with practice setting demands for the patient populations regularly served

  • Ability to manage stress due to critical patient care issues, changing organizational climate and personnel issues.

  • Multi-lingual skills (beyond that of English) in languages appropriate to patient populations served by the Medical Center is highly desirable.

  • Demonstrated competence in managing a diverse staff and serving a disadvantaged population
