Job Summary The Accounting Manager will plan, direct, administer, and organize all aspects of general accounting and fiscal services to ensure consistency and compliance with district policies and procedures as well as federal, state, and local laws and regulations. This position will perform a wide range of advanced professional and highly technical accounting work of a varied nature related to fiscal services and internal controls in the management of accounting, finance, and budgeting functions. The Accounting Manager also oversees fiscal operations, cashiering, and district-wide third-party billing at the District Office. This position will manage a team of four. Essential Functions 40% - Plans, organizes, assigns, supervises, reviews and evaluates the work related to the General Accounting department, including District Office fiscal and cashier; and district-wide third-party billing/payments. Directs, plans, evaluates and coordinates functional and organizational standards and practices, policies and procedures in accordance with generally accepted accounting principles (GAAP). Serves as knowledge expert, overseeing, reviewing and providing analysis and recommendations regarding function-specific and district-wide issues. 20% - Maintain the fiscal integrity and accuracy of the Financial Management System (FMS); general ledger, centralized allocation entries; and ensure all processes are in accordance with GAAP, applicable standards, regulations, policies, and procedures. 20% - Investigate, research, and answer concerns or questions from the colleges, other district office divisions, or third-party billing customers. 20% - Review and post complex journal entries, including interfaces from Maricopa's payroll system (HCM), student information system (SIS), and budget system. Review and analyze data to prepare complex fiscal year end audit work papers and journal entries. Minimum Qualifications Bachelor's Degree from a regionally accredited institution in finance, accounting, auditing or directly related field and five (5) full-time equivalent years of experience with the application of GAAP theory and practice, tax laws as they apply to accounting transactions and reporting, exposure to governmental accounting, and use of computerized accounting systems, and two years of supervisory experience. OR An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered. Desired Qualifications A. Master's degree in Accounting or Business Administration or related field. B. Five (5) or more years of General Ledger, Fiscal services, and Third-Party billing/payments experience. C. Four (4) or more years of supervisory experience. D. Two (2) or more years experience in a higher education or government environment. E. One (1) or more years of experience with PeopleSoft-Financial Management (FMS), Human Capital Management (HCM), and Student Information Systems (SIS) or equivalent systems. F. Three (3) or more years experience reconciling, providing analytical and fiscal support to other work groups. Special Working Conditions This position may be required to work evenings and weekends. This position may be required to sit for a prolonged period of time, viewing a computer monitor.
