Apogee is seeking a Senior Acquisition Analyst located at MacDill Air Force Base (AFB), FL in support of the Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) Program Executive Office for Fixed Wing's (PEO-FW) Airborne ISR Division/Non-Standard Aviation program.

What you will be doing:



  • Provide significant, expert-level acquisition support to government counterparts regarding the Airborne ISR Division/Non-Standard Aviation program, under USSOCOM 70-1.
  • Develop program documentation to include SOW, PWS, SAMP, APB, ADM, program protection plans, financially focused spend plans, Congressional Briefs, ZBTs/Issues, and oversee DoD 5000, JCIDS/SOFCIDS, and SOF unique processes for technology projects and acquisition programs.
  • Expertly adjust programmatic support to meet emergencies, changing programs or production requirements within available resources and without sacrificing completeness and accuracy.
  • Recommend and design strategies to increase the effectiveness and efficiency of acquisition business processes.
  • Work with organizational managers, budget personnel, logisticians, and engineering authorities to develop and gain approval for proposed projects.
  • Collect and analyze metrics and requirements from supported organizations.
  • Provide expert-level support to government counterparts regarding identifying, assessing, developing, and mitigating program risk, including briefing leadership on the status of program risks and recurring risk reports.
  • Keep program information and files current and organize data to submit to management for decision-making.
  • Prepare reports and briefings on program status, policies, and procedures to support acquisition program milestones.
  • Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations.
  • Expertly adjust technical support to meet emergencies, changing programs or production requirements within available resources and without sacrificing completeness and accuracy.
  • Assist in answering data calls and inquiries about program policies and procedures.
  • Assist in managing program cost, schedule, performance, and risks following policies and procedures; formulate proposed mitigations as necessary.
  • Coordinate program information with internal and external stakeholders.
  • Interpret regulations and directives to determine program impact; monitor programs and projects to ensure compliance with policies and procedures.
  • Identify optimal acquisition strategy; define technical and contractual requirements associated with client needs.
  • Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in developing solutions to program issues.


Experience:

Minimum Experience:
Citizenship: Must be a US citizen
Clearance: Must have and be able to maintain a TS clearance with SCI Eligibility
Certifications: DAWIA Practitioner (formerly Level II) Equivalency in the Program Management, Engineering & Technical Management, or Test & Evaluation fields or ability to attain within 6 months of hire with approved customer deferral.
Education: Bachelor's degree in an acquisition, business, or related field
Years of Experience: 10 years working on DoD acquisition projects

  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, "Operation of the Defense Acquisition System"
  • Working knowledge of project management/scheduling software applications such as MS Project
  • Experience with task management systems, proficient in building executive-level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.

Preferred Experience:
Education and Experience: Master's degree in Business or Acquisition and 8 years working in DoD acquisition projects


  • DAWIA Practitioner (formerly Level II) Equivalency in the Program Management, Engineering & Technical Management, or Test & Evaluation fields
  • Experience with ACAT II-level or higher acquisition programs is preferred

  • Knowledge of SOF-unique acquisition processes is valued

  • Experience staffing SAMPs, APBs, and 70-1 documents highly desired
  • Experience staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations highly valued
