The Taiwan Liaison sits within the CFE Adaptation and Resilience Office (ARO). In this role you will design and execute humanitarian assistance and disaster response (HADR) training and engagements for Taiwan and US civil-military stakeholders on Taiwan and throughout the Indo-Pacific region.

The position requires the applicant to have the ability to monitor and communicate the evolving science and engineering knowledge of climate change and its impacts, and to apply that knowledge to inform the security sector, on human, national and regional security. It requires communications, collaboration, and facilitation skills to work as part of an interdisciplinary, inter-agency, and international team to address the complex issues of climate security. The applicant should have the skills to integrate and grow the international civil-military line of effort within the program focused on bridging the gap between climate adaptation and security within diverse locations across the Indo-Pacific.

RESPONSIBILITIES AND DUTIES:



  • Design and execute activities supporting and operationalizing the HADR Memorandum of Understanding that CFE-DM implements on behalf of the American Institute in Taiwan (AIT)
  • Liaise with Taiwan's National Fire Agency (NFA), National Science and Technology Center for Disaster Reduction (NCDR) and relevant HADR agencies and organizations in support of developing civil resilience and whole of society response
  • Support the American Institute in Taiwan's efforts to increase Taiwan's military, civil, and economic resiliency and increased capacity to withstand external pressures
  • Maintain constant lines of communication with CFE-DM Deputy, Indo-Pacific Command, US Army Pacific, and the American Institute in Taiwan to ensure alignment of objective and adherence of policy
  • Foster and facilitate key leader engagements between CFE-DM and Taiwan interagency and civil society, most critically NFA and NCDR
  • Represent CFE-DM within US Indo-Pacific Command and relevant service component planning and decision boards and thematic working groups
  • Provide subject matter expertise on Taiwan's civil-military coordination and HADR capacity in relevant operational and strategic planning fora
  • Provide editorial and subject matter support across a range of CFE-DM's informational products and mentor CFE-DM graduate student interns in the design, methodology, and drafting of research and analysis on Taiwan
  • Expect regular national and international travel in support of the mission up to 80%-90% of the time.
  • Other duties as assigned by the CFE Director.

EDUCATION REQUIREMENTS:



  • Bachelor's Degree preferred or applicable experience


MINIMUM JOB REQUIREMENTS:



  • 5+ years of experience in successful project management, with experience working across teams.
  • Experience in developing, delivering, and evaluating presentations and adult learning curriculum for military and/or civilian audiences.
  • Comfort with public speaking, presentation, and facilitating groups.
  • Ability to take direction yet work independently with a high degree of autonomy.
  • Willingness to collaborate with others from different backgrounds, respect for diverse perspectives.
  • Familiarity with the Indo-Pacific geopolitical security environment is desired.
  • Experience working with US and/or international agencies concerned with environmental security is desired.
  • Experience advising and briefing senior leaders in military and/or civilian organizations.is desired.
  • Experience working with partner nations or international non-governmental organizations (INGOs), is desired
  • Strong written and verbal communication skills.
  • Citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance.
  • Possess or the ability to obtain a US Passport.


PHYSICAL REQUIREMENTS:



  • Must be physically able to travel. Travel is 80-90%.
