Position Summary
The Manager of Networking, Communications, and Infrastructure ( NCI) 's primary responsibility is to oversee the department's streamlined operation and ensure it aligns with the university's objectives. In addition, to support critical IT network communications, physical and electronic access services, server systems, telecommunications services, and data infrastructure systems.

This position provides project planning, monitoring, troubleshooting, maintenance, and installation of components within the division and general oversight of NCI departments. In addition, the NCIS department supports critical infrastructure areas on campus, including data networking, telephone systems, cabling and Wi-Fi systems, camera surveillance system, and campus servers and data center.

  • | Experience: A minimum of 5 years of experience in network and telecommunications analysis in addition to the design of a major multi-vendor network or telecommunications environment is required. Demonstrated successful experience with managing complex network or telecommunications projects is required. 3-5 years of database, network administration, or system administration experience. System administration and IT certifications in Linux, Microsoft, or other network related fields are a plus. Working knowledge of virtualization, VMWare, or equivalent. A minimum of 5 years of comprehensive management experience involving project management, planning, preparing project cost estimates, budget oversight and development, and supervision is required. Experience with data servers and desktop computer applications, including email, internet, word processing, database, and spreadsheets is required. Work experience in a higher education environment is preferred.



  • Skills: Strong supervisory, project management, administrative, budget management, and technical skills are required. An understanding of network design and voice, video, and data networking and telecommunications design, protocols, and products is required, including TCP/IP, routers, switches, intrusion/detection/prevention systems, video services, firewalls, telephone switches, voice mail systems, call record data collection, other related telecommunications equipment, applicable National Electric codes, installation and construction standards, and cable TV systems is required. A demonstrated ability to manage multiple technical projects with a high degree of detail while working with potentially short deadlines is required. An in-depth understanding of current and emerging voice, data, and telecommunications technologies are required. Effective interpersonal, customer service, organizational, and team-building skills are required. The ability to maintain confidentiality regarding the information processed, stored, transmitted, or accessed by the systems is required. Excellent verbal and written communication skills and proficiency in writing technical specification documents are required. The ability to work with a variety of constituencies possessing a wide range of technical knowledge is required. The ability to solve management, technical, installation, scheduling and other related problems is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required. An understanding of digital telephony engineering and video-based distributed learning systems is preferred. Knowledge of data networking, IEEE cabling standards and connectivity, internet routing, switching, TDM, digital and IP Phone systems, Virtual server systems, server hardware/software, and operating system deployment. Knowledge of Firewalls and data access.

  • Other: The twenty-four-hour scope of University operations requires this position to be available evenings, nights, and weekends to respond to calls regarding questions or problems with the University's networks. Occasional travel to remote sites to provide support or engage in professional development opportunities is required.
Preferred Years Experience, Skills, Training, Education

  • M.S degree in Information Technology, Technology Management, Computer Technology or a comparable field with an emphasis in Data Networking, Telecommunications, Systems Administration, Data Center Management, or Infrastructure systems. Eight (8) to ten (10) + years experience in maintaining systems and networking infrastructures, preferably in a higher education environment. A combination of education and experience will be considered. * Extensive experience developing and maintaining custom systems and networking/communication or telecommunication interfaces.


  • Extensive experience in networking, infrastructure, and server hardware installation, programming, and configuration: (Cisco, Avaya, Juniper, F5, Dell, EMC, VMWARE, PaloAlto). * Extensive knowledge of internet networking topologies and applications such as WIFI, mesh networking, SONET, MPLS, BGP. Experience with Disaster Recovery methods and server backup systems.
  • Advanced knowledge of Banner/ERP systems, network, and communications monitoring, access infrastructures, systems programming, and server management.
  • Advanced knowledge and experience in capacity planning, budget management, staff supervision, and ongoing maintenance of centralized systems.
  • Outstanding communication skills with a demonstrated ability to work in a team environment and proven experience fostering positive team-spirited technology culture in higher education.
Required License or Certification
B.S degree in Information Technology, Technology Management, Computer Technology or a comparable field with an emphasis in Data Networking, Telecommunications, Systems Administration, Data Center Management, or Infrastructure systems.
