Harkcon, Inc. is hiring privacy professionals that are ready to join our existing team in providing privacy support to the Department of Homeland Security. Duties and Responsibilities:

  • Perform as a leader on the team
  • Function as Program Manager in the absence of the Program Manager, as Deputy Program Manager at all other times
    • Liaise with gov't officials
    • Motivate, oversee, and guide team
    • Submit required contract-level reports
  • Prepare Privacy Threshold Analyses (PTA); System of Records Notices (SORN); Privacy Impact Assessments (PIA); and Privacy Act (PA) statements to analyze new or proposed changes to existing technology, sharing agreements, and programs to identify privacy risks and provide possible mitigation strategies
  • Perform assessments and analyses of projects and studies that require analysis of interrelated issues such as legal compliance, policy compliance, and regulatory compliance
  • Gather all relevant information concerning systems collecting personally identifiable information by program offices to determine which compliance documentation is required
  • Coordinate efforts of program offices, project managers, and staff to complete privacy-related assessments, analyses, and other related projects
  • Participate in review meetings and analyze documents and other materials during the privacy compliance reviews
  • Draft and edit documentation such as project plans, reports, analyses, and other types of documentation

Qualifications / Requirements:

  • Masters Degree required
  • Minimum 10 years of experience
  • Works independently and may oversee efforts of junior staff
  • PTA, PIA, SORN knowledge/experience required
  • CIPP, CIPP/G or other designation from the International Institute of Privacy Professionals (IAPP) preferred
  • Must be able to meet all security eligibility requirements set by DHS (Public Trust)
  • Experience with the following:
    • Serving in a leadership position
    • Government contracting
    • Contractor / gov't client communications
    • Previous performance as a Project Manager
