THE POSITION

The Bureau of Labor Law Compliance, part of the Pennsylvania Department of Labor & Industry, plays a crucial role in overseeing and enforcing the state's regulations designed to safeguard workers' rights. This office fulfills its mission by offering valuable information to both employees and employers regarding state laws through various public education initiatives. Additionally, it conducts thorough inspections and investigations, addresses conflicts that arise, and takes legal action against employers who commit violations that cannot be rectified through administrative means.


DESCRIPTION OF WORK

This role encompasses a variety of responsibilities aimed at ensuring compliance and addressing grievances. The individual in this position is tasked with receiving and evaluating complaints, as well as conducting thorough audits of payroll records, timecards, and associated documentation. When necessary, they facilitate discussions between claimants and employers to resolve issues amicably. In instances where legal action is warranted, they are responsible for initiating prosecutions and preparing comprehensive case narratives, which include both written documentation and verbal testimonies for court proceedings. Additionally, the role involves educating contractors, organizations, employees, and public officials about legal requirements and recent judicial rulings that impact the enforcement of these laws. The individual must also gather necessary documents and relevant information from various stakeholders to support audits and investigations, while preparing detailed reports on their findings. Regular communication with employers, employees, and supervisors regarding the status of ongoing investigations is essential. Furthermore, they represent the Commonwealth in legal proceedings, serving as an expert witness during administrative and court hearings, and are responsible for collecting physical evidence and eyewitness testimonies to bolster prosecution efforts. Conducting timely and detailed interviews with claimants and business owners, inspecting businesses for potential violations related to the employment of minors, and engaging with various stakeholders, including school officials and project managers, are also key components of the role. The position requires travel to various business locations for investigation and audit purposes, maintaining meticulous records of case progress, and discussing complex cases with a supervisor to ensure effective resolution.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years of technical investigative or construction and trades experience and an associate's degree in a field related to investigative or construction and trades work; or
  • One year of technical investigative or construction and trades experience and a bachelor's degree; or
  • An equivalent combination of experience and training.

Additional Requirements:
  • You must be able to fluently speak and write Spanish.
  • Must live in or be willing to move to the geographic region the Harrisburg District Office covers. Counties include: Adams, Cumberland, Dauphin, Franklin, Juniata, Lancaster, Lebanon, Perry, and York.
  • You must be able to perform essential job functions.
Preferred Qualifications (not required):
  • Experience in conducting investigations or working in construction and trades, business management, financial services, accounting, or conflict resolution
  • An associate's degree or greater, in a field related to investigative work construction and trades, business management, financial services, accounting, or conflict resolution
  • Experience enforcing labor standards or labor and employment laws
  • Experience testifying at administrative or court hearings
