Responsibilities

Assist, as assigned across the ITS enterprise, in collaboration with identified ITS Sponsor staff to apply best practices and lessons learned to enhance the effectiveness in the management of programs and artifacts by providing the following services and activities:

  • Support the management and technical execution of development and O&M activities to satisfy the requirements identified by the Sponsor
  • Advise and assist the facilitation and coordination of priorities between ITS Sponsor and the development and O&M contractors
  • Assist the Sponsor with implementation of approved recommendations, and coordinate with other contractors, as necessary
  • Identify and communicate relevant program information, including requirements, plans, schedule, and performance, to inform coordination of development and O&M activities
  • Provide technical support to application and performance tool developers on the requirements for integration into the operating environment
  • Support integration and implementation of end-to-end solutions into the ITS enterprise, including Big Data, NextGen Screening & Vetting/Bio, Watchlisting, Discovery and Correlation, Identities Intelligence requirements, and participation in the NCTC IT requirements
  • Review development artifacts and documentation, including aspects of product design such as compliance with the enterprise architecture, architecture roadmap, approved technologies, cybersecurity, and Mission Product Owner requirements
  • Recommend and review with the Sponsor processes to promote alignment of portfolio management, program management, financial management, technical management, system security integration and engineering resources
  • Serve as technical referent on engineering review boards to ensure that all additions or changes to the operating environment are considered
  • Recommend modifications to existing forums and processes that enable more effective technical and programmatic integration and approved changes to the baseline
  • Conduct research to support clarity and technical accuracy in documentation
  • Assist with the Sponsor's Configuration Management process of material changes to the controlled document baseline
  • Facilitate transparency of material changes to the controlled document baseline using Sponsor-provided software (e.g., SharePoint, HIVE, Confluence).

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph
  • BS 5-7 Years, MS 3-5, PhD 0-2
  • Strong analytical abilities and skills in organizing, planning, communicating, and executing project management tasks
  • Ability to rapidly and effectively analyze and prioritize tasks, solve problems, work several tasks concurrently, and efficiently manage a high volume of emails, develop fluency with online tracking tools
  • Demonstrated good judgment, initiative and critical thinking ability to take action to execute mission by leveraging networks and drawing on multiple areas of expertise
  • Ability to support multiple programs and projects simultaneously
  • Demonstrated experience with technical project management and leading implementation of new technologies into enterprise systems
  • Extensive experience preparing briefings and documentation for all levels of audiences
  • Ability to translate technical information and communicate it to a non-technical audience
  • Strong analytical skills and attention to detail
  • Self-starter with strong initiative and follow through
  • Expert level skills with Microsoft Office products
  • Minimum of 3 years of customer experience (NCTC)
