Job Description
We are looking for an experiencedSenior Acquisition / Program Management Analystto join our dynamic team in Quantico, VA. Must have TS/SCI eligibility clearance. As a Senior Acquisition / Program Management Analyst you will:
- Provide overarching resources and requirements support in all areas of DoD, DON, and USMC Requirements and Planning, Programming, Budgeting and Execution (PPBE) process.
- Support the MCWL Project Officers (POs) and AVIB (CDD) Requirements Officers (ROs) in implementing the Joint Capabilities Integration and Development System (JCIDS) process and the SECNAV /OPNAV requirements validation process for USMC special programs. Assist with the development of requirements, drafting and routing of requirements documentation, proposals for security environments for requirements and analysis efforts.
- Support the MCWL POs and AVIB (CDD) ROs in implementing the Defense Acquisition System process for USMC SAP programs. Assist with detailed analysis/evaluation of cost, schedule, performance, risk, courses of action, and other acquisition information provided by program managers.
- Draft, review, edit, analyze, and route for review all SAP lifecycle documentation in accordance with established templates and processes, including but not limited to classification determination, initiation, execution plan, hierarchy and inheritance, Security Classification Guides, access approval authority (AAA) delegations, technology transition, disestablishment, and termination. Review, edit and analyze SAP lifecycle documentation technical and programmatic content in order to provide recommendations to senior leadership. Provide recommendations regarding staffing and coordination requirements.
- Document, maintain, and update processes to evaluate emerging technologies and visualize dependencies across Naval warfare areas at-all levels of classification to inform Program Objective Memorandum (POM) decisions, and document how those processes integrate into the DON POM processes.
- Provide continuity for general technical knowledge of the capabilities covered by assigned programs including basic technical understanding of requirements, general knowledge of the technical capabilities of all projects within assigned programs, knowledge of key personnel and their roles/responsibilities, and acquisition/transition pathways identified.

A week in the life of a Senior Acquisition / Program Management Analyst:
- Assist in the development of and implement tracking process for accounting and management for all SAP lifecycle documentation. Ensure currency of tracking data; provide status upon request.
- Assist with the review of Annual Reports to Congress; examine for consistency with content from previous years, alignment with program plans and schedules, and flag areas of disagreement.
- Monitors the project's timeline; tracks document submissions; and creates, monitors, and maintains audit files. Identifies, communicates, and resolves risks.
- Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may affect the success of the project.
- Assist MCWL POs and AVlB (CDD) ROs with research, analysis, assessment of alternative courses of action, impact assessments and decision options concerning requirement development and resource allocation, program alternatives, future warfighting technologies, and weapon systems acquisition roadmaps as directed.
- Provide subject matter continuity and training of new personnel due to military/government personnel turnover for program status, SAP policies and procedures, and office policies and procedures.
- Support processes to enhance digital connectivity and face to face collaboration with other key Intelligence Community (IC), US Air Force, Defense Advanced Research Projects Agency (DARPA), Strategic Capabilities Office (SCO) and industry programs in development for concept integration.
- Draft, implement, and monitor Office processes for oversight activities; Propose process improvements for efficiency, improved insight, and/or improved security.
- Assist in the development of innovative applications of new and existing SAP technologies, capabilities, and systems. Identify dependencies, gaps, and overlaps with DON and, DOD plans and programs.
- Research risks and costs of implementation.
- Communicate with multiple outside entities to ensure cost, schedule and performance within assigned programs are met within standards set forth.
Job Requirements
- High School Diploma
- Active Top Secret Clearance with SCI Eligibility.
- Minimum of 13 years of related experience
- Excellent Communication and Organizational Skills.
- Possess an analytical mindset with effective problem-solving skills.
- Adept at briefing executives and program IPT level leadership.
- Experience in the transmittal and transfer of classified material, tracking and accounting for agency classified material, and usage of GSA storage containers.
- High proficiency with Microsoft Office applications including Sharepoint.
- Ability to work with limited/minimal supervision in a high functioning, fast paced work environment.

The salary/hourly range for this position is $120,000 to $130,000. Actual compensation will be determined based on several factors permitted by law.
