Spectra Tech has an immediate need for a Contract Manager in our corporate office in Oak Ridge, TN.

The successful candidate must be able to perform complex assignments which require initiative and independent judgment in the selection and use of established principles and procedures. Client interface is required. The successful candidate must work well with supervision and coworkers and provide a positive contribution to the work environment.

The candidate will be responsible for the administration and oversight of the following:



  • Contracts, subcontracts, and procurement activities.
  • Maintaining and tracking contract documentation with customers and subcontractors; and maintaining accurate, detailed computer spreadsheets and databases, as required to support management of corporate contracts.
  • Contracting support services for tasks in all phases of the acquisition cycle to include development, award, management and measurement, including contract closeout.
  • Pre- and post-award procurement functions for fixed-price and cost reimbursement, complex and high dollar acquisitions.
  • Apply in-depth working knowledge of federal procurement regulations {FAR, DEAR) and company policies.
  • Analysis and evaluation of cost and pricing data including other types of pricing information to determine price reasonableness.
  • Negotiation objectives and associated business clearance documents.
  • Prepare contractual files as necessary to support the award of contractual documents.
  • Thorough research, analysis, and review of all applicable policies, guidance, and regulations to support Government Contracting Officer decision-making.
  • Process state filings.
  • Process SBA/MBE renewals.
  • Experience resolving conflicts and providing solutions in a professional manner. The candidate will have demonstrated the ability to effectively work with and manage others with minimal supervision or oversight.
  • Excellent writing and communication skills are required. Must be computer literate, be familiar with computer applications to business management practices, and have a strong working knowledge of Microsoft Word and Excel.

Education:

A minimum of 4-6 years of relevant contracts administration experience along with a BS/BA degree in Accounting, Business Management, Communications, Finance, or other related field is required.
