We have an opportunity for a Construction EIT/Coordinator/Construction Quality Assurance (CQA) Technician to join our rapidly growing Florida team. The primary duties of this position include overseeing field construction activities, conducting soils and liner material testing, and coordinating projects primarily focused on the municipal solid waste (MSW), coal combustion residual (CCR), industrial waste, and remediation industries, with an emphasis on field support activities, engineering analysis, cost estimating, design, construction management, pollution control systems, and permitting/regulatory compliance. Specific duties will include planning, design, permitting, and construction administration of waste systems, storm water controls, groundwater monitoring and remediation networks, leachate management systems, landfill gas collection and control systems, and site layout/infrastructure elements (utilities, roads, support buildings, soil borrow areas, etc.).

The Construction EIT/Coordinator/CQA Technician will function as an assistant to the project manager on waste facility projects including landfills, transfer stations, material recovery facilities, household hazardous waste facilities, and organics facilities, while eventually transitioning into leading your own projects. This person will also be responsible for assisting team leadership in sustaining and growing client relationships and organizing and contributing to overall business development opportunities.


Primary Responsibilities

In the role of Construction EIT, we'll count on you to:



  • Assist the Project Manager with all facets of project execution
  • Plan, direct and monitor all aspects of field construction services for large multidiscipline projects or medium-sized landfill projects
  • Receive, issue and track RFIs, submittals and other required data.
  • While not otherwise involved in project-specific work, support other project and proposal efforts, including estimating, procurement and project controls, and coordinating, expediting, and tracking construction submittals.
  • Read, clearly understand and interpret construction drawings.
  • Coordinate with subcontractors and develop sub-agreements and manage subcontractor budgets.
  • Assist staff engineers in preparation of design deliverables including engineering design reports, construction drawings, technical specifications, cost estimates and construction schedules with support from HDR's national practice leads.
  • Participate in meetings with clients and regulatory agencies to resolve technical issues and negotiate remedial actions.
  • Work independently on technical tasks involving data analysis, interpreting results, and preparing technical reports, plans and specifications.
  • Perform other duties as needed.


Preferred Qualifications



  • Construction management experience
  • Strong people skills, ability to interact with the design and construction team
  • 0-3 years of experience in construction management and/or construction quality assurance related activities.
  • Ability and willingness to travel and support periodic construction quality assurance and/or construction administration activities at construction sites for durations of 6 -12 months, although first project will be at least 12 months of local field work in Tallahassee area.
  • Experience with local permitting (stormwater, location & extent, land development, etc.) is a plus.
  • Must be detail-oriented and a team player with great communication, technical writing, analytical, organizational, and time management skills.
  • Demonstrated experience in project development and execution in the Public and/or Private sectors.
  • Engineer in Training (EIT) certificate.
  • Candidates hired without their EIT will have the title of "Coordinator" and will be expected to obtain their EIT for career progression.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management or closely related field
  • Knowledge of MS Office, Primavera, Scheduling Software, spreadsheets and databases
  • Interest and/or experience in the construction field
  • Excellent oral and written communication skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
