As Project Manager - Conveyance Systems Engineer, you are responsible for providing technical expertise and project management of conveyance-related engineering projects for the Washington Dulles International Airport.Project Manager - Conveyance Systems Engineer Works under the general supervision of the Passenger Conveyance Program Manager. Serves in the Airport Engineering and Facility Services Department at the Washington Dulles International Airport (IAD). Responsible for multiple, concurrent projects in support of the Airport conveyance systems- Automated People Mover, Mobile Lounge, Passenger Boarding Bridge, Elevators, Escalators, Moving Walks, and the baggage handling system. Projects may include the facility infrastructure related to each system. Assigned projects will vary in size, complexity, and scope. Partners with all Airport Departments, the Office of Engineering, the Office of Information Technology, and other appropriate internal and external organizations to ensure successful project and program planning and implementation. Leads a team consisting of contracted providers and internal staff. Performs related functions. GENERAL RESPONSIBILITIES Serves as technical advisor to the Airport Manager, Department Managers, and other stakeholders on conveyance-related projects under the Capital Construction Program (CCP), COMIP, and O&M engineering programs. At Dulles International, passenger conveyance systems include the Automated People Mover, Mobile Lounge, Passenger Boarding Bridge, Elevators, Escalators, Moving Walks, and baggage handling system. Serves as Project Manager and Contracting Officer's Technical Representative (COTR) for assigned projects. Coordinates all aspects of the planning, design, and construction phases for assigned Airports Authority CCP, COMIP, and O&M projects at IAD. Identifies new projects and prepares project requests and budgets. Performs technical reviews of ongoing and planned airport projects to ensure design and construction are consistent with existing infrastructure and will support future growth consistent with sustainability initiatives being pursued by the Airports Authority. Ensures coordination between the Airports Authority, managing consultants, contractors, and government agencies to minimize effects on operations. Provides technical representation to the Office of the General Counsel in defending against contractor claims and assists in developing overall case strategy. Prepares procurement and solicitation documents. Serves as the Contracting Officer's Technical Representative (COTR) on assigned projects. Applies expert-level knowledge and understanding of airport conveyance infrastructure to determine realistic project success criteria and disseminate to involved parties throughout the project life cycle. Communicates project expectations to interdisciplinary project team members and stakeholders in a timely and clear fashion and manages those expectations on an ongoing basis. Ensures projects, programs, and process changes are in alignment with overall Airports Authority goals and objectives, policies, and procedures, and with state and Federal regulations and guidelines. Identifies and deconflicts project or program dependencies and critical path and identifies and resolves issues and conflicts within the project or program team. Monitors work on site and advises/makes recommendations to the Passenger Conveyance Program Manager on the status of the projects. Performs other duties as assigned. QUALIFICATIONS Seven years of progressively responsible experience in design and/or project management and a bachelor's degree in engineering, Engineering Technology, or related field. A master's degree OR License as a Professional Engineer may be substituted for 2 years of experience. Knowledge of and skill in applying the concepts, principles, and practices of project management for public transportation projects. Comprehensive knowledge of at least one of the following conveyance types: fixed guideway automated people movers, airport passenger transport vehicles, elevator or escalators, passenger boarding bridges, or baggage handling systems. Knowledge of the materials, practices, and costs and skill in estimating and monitoring work related to conveyance systems. Ability to analyze data and information (including blueprints and schematics). Ability to identify the conveyance needs and priorities of the Airport. Skill in managing multiple projects concurrently. Ability to speak and write effectively. Skill in using a computer and modern office suite software, with an emphasis on airport operations and design review systems/software. PREFERRED QUALIFICATIONS Specialized project management experience at an airport or in the public sector. Comprehensive knowledge of two or more of the following conveyance types: fixed guideway automated people movers, airport passenger transport vehicles, elevator or escalators, passenger boarding bridges, or baggage handling systems. CERTIFICATIONS AND LICENSES REQUIRED A state driver's license in good standing. NECESSARY SPECIAL FACTORS Work is typically reviewed in progress and upon completion for accuracy, quality, quantity, timeliness, adherence to guidelines, teamwork, customer service, and other factors. May be subject to potential hazards common to the airport environment, such as noise from jet aircraft. Wears personal protective gear, as necessary. Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal. A background security investigation will be required for all new hires.
