Job Description

Torch Technologies is seeking an individual to provide Security Cooperation (SC) and Women, Peace, and Security (WPS) planning support to United States Space Command (USSPACECOM). The position requires an individual possessing a wide range of skills and demonstrated experience developing SC plans in support of combatant command (CCMD) strategies, campaign plans, and Department of Defense (DoD) WPS objectives. The individual will develop SC plans that operationalize USSPACECOM's strategy and campaign plan, capturing DoD components WPS SC activities, such as training, exercises, military engagement, security sector assistance, experimentation, education, personnel exchanges, and armaments cooperation. The individual will work closely with CCMD staff, DoD, Department of State, country teams, and other stakeholders to develop country-specific cooperation and WPS plans and objectives.

Responsibilities



  • Leverage the joint planning process to develop SC plans in support of the USSPACECOM CCMD Campaign Plan Lines of Effort (LOE) and components' campaign support plans, which support Combatant Commander (CCDR) and DoD WPS objectives.
  • Extrapolate strategic and policy guidance from higher headquarters documents such as the National Strategy for Space, Defense Space Strategy, Joint Strategic Campaign Plan, and other key documents to inform SC and WPS planning efforts.
  • Support the development of CCMD partner nation (PN) requirements and mission planning with approved funding and authorities.
  • Plan, assess, monitor, evaluate, and adjust SC activities and country-specific strategies/plans as required.
  • Plan, coordinate, execute events that support USSPACECOM SC and WPS priorities.
  • Conduct PN mission planning in coordination with geographic CCMDs, Defense Security Cooperation Agency (DSCA), applicable SC Offices, country teams, Services, special operations component(s), and PN representatives.
  • Support the management of key CCMD SC programs such as the CCMD Initiative Fund (CCIF), and other program activities as required.
  • Support development of Operation Orders (OPORDs) and Fragmentary Orders (FRAGORDs) to direct and support SC and WPS activities.
  • Manage USSPACECOM's input into the Global Theater Security Cooperation Management Information System (GTSCMIS).
  • Facilitate the integration of gender mainstreaming initiatives within command activities with PNs, to include operations, exercises, security force assistance, and engagements.
  • Provide WPS subject matter expertise to command working groups and prepare senior leaders for engagements and other public outreach events.
  • Coordinate WPS outreach activities, workshops, and conferences that integrate WPS themes within campaign plan LOEs.
  • Capture lessons learned, best practices, and prepare executive-level documents to report SC and WPS initiatives to higher headquarters.
  • Establish a network of trained WPS focal points within the headquarters and subordinate commands.
  • Develop training modules and programming as required for headquarters and subordinate command staff to enable awareness and understanding of WPS legislation, UNSCR 1325, and the application of the gender perspective in operations and security cooperation.
  • Participate in monthly DoD WPS working groups and contribute CCMD perspective and input, as needed.
  • Compile, organize, and analyze SC and WPS data.
  • Serve as a planning, SC, and WPS, expert.

Job Requirements

The candidate should have a demonstrated experience in conducting strategic analysis, identifying strategic challenges and potential opportunities, and developing SC solutions. A successful candidate will have demonstrated experience working on a high-level staff, supporting senior-level military personneland have experience with the GTSCMIS and/or newer programs.

Qualifications:



  • Bachelor's Degree and a minimum of 10 years of relevant experience.
  • Possess and ability to maintain a DOD TS/SCI clearance.
  • 10 years military experience (Active Duty or DA Civilian) working on classified networks and interfacing with military staffs at the operational and strategic levels.
  • Experience in developing SC plans in support of campaign plan objectives, operational goals, and desired effects.
  • Ability to manage and operate software to assess, plan, execute, monitor, and evaluate SC within theGTSCMISor newer programs.
  • Experience with the Joint Planning Process, Joint Strategic Planning System, and Campaign/Contingency plans.
  • Experience coordinating key battle rhythm events with a CCMD Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG).
  • Knowledge of quantitative techniques and methods used to develop, adapt, modify, and resolve problems or define and clarify alternative solutions.
  • Knowledge and expertise in Joint planning policy and doctrine.
  • Ability to analyze mission objectives and effects when developing plans or studies.
  • Ability to compile, analyze, and organize data that is accurate, reliable, and beneficial to the organization.
  • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.



Preferred Qualifications:



  • Possess previous SC or strategic planning experience at operational/theater level (e.g. CCMD, Joint/Combined Task Force, Component).
  • Possess previous WPS program experience at operational/theater level (e.g. CCMD, Joint/Combined Task Force, Component).

Salary Range

$105,000 - $120,000

The salary range information is a general guideline only. Other factors include the candidate's qualifications such as relevant prior work experience, specific skills and competencies, education/training, and certification.
