Job Description

Dewberry is seeking a Master Planner for its Federal Practice.

This position will provide leadership and technical support for the planning, programming, and installation/facility management of real property in support of Department of Defense (U.S. Army Air Force, Navy, Marine Corps) MILCON projects and other government agencies and activities at agency installations and facility locations worldwide. Technical support includes but is not limited to master planning, identifying and quantifying facility requirements, planning charrettes and DD1391 development, engineering analyses, geospatial projects, facility management support, facility utilization studies, land use requirements studies and analyses, environmental documentation, geospatial products, energy studies, and project programming and procurement documents.

The successful candidate will demonstrate a minimum of seven years' experience in leading and providing planning services for the Department of Defense and other federal agencies. Must have excellent communication skills and have a working familiarity with all areas of planning from client and team leadership to financial management. Responsible for the execution planning, supervision, and timely completion of projects for which they are responsible. Must possess knowledge of the entire planning delivery process from requirements development through campus development planning.

Responsibilities

    Provide facility condition analyses, utilization, future needs projections, programming and planning services for individual projects and complete campus master planning services.
  • Lead and manage multidiscipline planning team efforts for facilities programming, campus infrastructure planning, business case analyses, project prospectus and concept development, and economic analyses and budgeting.
  • Conduct reviews and environmental analysis of programming and real estate actions to identify impacts on master planning and facilities program management pertaining to acquisitions, disposals, exchanges, and conveyances.
  • Conduct planning charrettes and workshops for visioning, identifying critical success factors, planning frameworks and alternative scenarios to promote consensus direction among client stakeholders.
  • Provide necessary reports, documents, and recommendations to client staff and leadership pertaining to planning goals and objectives. Lead the development and documentation of deliverables such as but not limited to concept development studies, DD 1391s, and master plans.
  • Lead stakeholder and planning team meetings.
  • Develop and promulgate the planning delivery process to guide the development of each project.
  • Lead the development of proposals for planning services.


Required Skills & Required Experience

  • Bachelor's degree in Urban Planning or City and Regional Planning from a Planning Accreditation Board (PAB) accredited university (accredited by the Association of Collegiate Schools of Planning (ACSP)) or a Bachelor of Architecture degree with AICP certification.
  • A minimum of 7 years of experience working in a professional environment leading planning projects for Department of Defense and/or federal agencies.
  • AICP Certification.
  • Ability to solve problems using a balance of technical competence, creativity, and pragmatism.
  • Ability to analyze demographic information to discern trends in population, employment, and health.
  • Experience with Real Property Master Planning for Army Installations (RPMP)
  • Knowledge of economic analysis, military construction project planning and the DoD budget process.
  • Ability to comfortably work with all ranks of client personnel and the public, and articulate planning issues to a wide variety of audiences.
  • Mastery of geographic information systems (GIS).
  • Proficient in use of Microsoft Office Suite.
  • Excellent verbal and written communication skills.

Additional Requirements:

  • Must be a US citizen and willing to undergo a background investigation.
  • DOD DCSA Clearance preferred.
  • Location within the Washington DC Metropolitan area preferred.
