Duties & Responsibilities

Leadership & Management of personnel

  • Provide strategic direction and oversight to managers and directors across the Budget & Planning, Bursar, and Treasury departments.
  • Guide the development and execution of departmental strategies
  • Articulate long-term objectives and strategic goals, collaborating with department leaders to define and achieve a shared vision
  • Design and implement high-level operational frameworks, optimizing workflow processes and resource allocation to enhance departmental efficiency
  • Engage in high-level planning and forecasting to anticipate future challenges and opportunities

Financial Strategy and Communication

  • Assess, review, and provide expert financial guidance to units and leaders across the University of Arizona on strategic plans, resource allocation, and financial policies.
  • Develop and articulate complex plans, concepts, logical models and goals to both technical and non-technical stakeholders, including data owners, users, and project team members
  • Create and communicate clear, actionable guidelines and logical models that support effective financial policy development and implementation to high level stakeholders
  • Establish and maintain robust financial internal control systems for university processes, policies, and procedures to ensure the protection of University assets, while facilitating successful execution of the university's missions.

Analysis & Decision-Support

  • Engage with senior leadership and key stakeholders to provide expert financial analysis and strategic recommendations that support informed planning and decision-making processes.
  • Collaborate closely with University departmental Senior Business Officers to ensure alignment and coordination on financial strategies, analysis, and operational planning.
  • Interacts with legislative and Board of Regents staff in support of budget requests and legislation and leads efforts to provide requested materials.
  • Contribute to the preparation of the University's annual comprehensive financial statements in accordance with GASB principles, including detailed analysis and reporting on Cash & Cash-Flow, Endowment, Investment, and Capital Finance footnotes.

Ad Hoc Duties and Financial Oversight

  • Perform ad hoc tasks as necessary to support the Budget, Treasury, and Bursar teams in achieving their goals and objectives.
  • Oversee the development and administration of the University's banking functions, ensuring effective management of cash resources and alignment with financial strategies.
  • Manage overall cash flow mechanisms and forecasting processes, ensuring adequate cash balances are maintained and optimized for operational needs.
  • Engage with financial institution representatives as needed to discuss and address cash balance requirements, ensuring effective management and utilization of cash resources.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of university enterprise systems and related business principles and processes.
  • Ability to work in an environment driven by team goals and expectations more than individual ones.
  • Skill in organizing and presenting information graphically.
  • Skill in organizing, coordinating, and analyzing, complex technical projects.
  • Ability to think logically and solve complex problems.
  • Ability to maintain a high level of confidentiality. Intermediate to advanced understanding of Microsoft Office products, particularly Microsoft Excel.
  • Strong interpersonal and communication skills, including the ability to establish rapport with and gain trust of others and to establish cooperative working relationships with a diverse Office staff and campus community.
  • Ability to work under deadlines and adapt to changes with minimum notice.
  • Ability to prioritize various critical tasks assigned and to negotiate deadlines to meet the overall goals of the Division.
  • Ability to be creative, supportive, and thoughtful in problem-solving, considering the diverse and occasionally conflicting needs and perspectives of the campus community and the institution.
Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required. Master's preferred.
  • Minimum of 11 years of related work experience, including 7 years of managerial experience in a large complex organization, or equivalent combination of education and work experience.
  • Experience leading multiple teams, projects, programs, or functions is required.
Preferred Qualifications

  • Experience working in a large public research-intensive university.
  • Master's Degree in Finance or MBA.
